The Deputy Assistant Secretary for Strategic Trade (DAS/ST) is responsible for export controls licensing, regulatory policy, and outreach and training activities within the Bureau of Industry and Security's Export Administration (EA). This position is one of two newly-created leadership roles in EA for which we welcome candidates with an abiding interest in joining our cutting-edge work to protect U.S. national security and foreign policy interests.

Duties

The DAS/ST directly advises the Assistant Secretary for EA and the PDAS in support of EA's mission and goals and serves as one of two deputies to the PDAS. For matters related to strategic trade, the DAS/ST represents the Department in interagency matters and international negotiations involving formulation of policies and positions. Provide strategic oversight for EA/ST, serve as a primary decisionmaker for operations within EA/ST, and lead all personnel, budgeting, and programmatic aspects of EA/ST, including the Offices of Exporter Services, National Security Controls, and Nonproliferation and Foreign Policy Controls and the End-User Review Committee. Develop strategies and implementation plans for strategic trade licensing, outreach, and training across EA/ST and support Departmental activities that support the broader aims of strategic trade licensing. Represent the Assistant Secretary for Export Administration and Principal Deputy Assistant Secretary in communications and dealings with senior BIS and Commerce Department officials, White House staff, Congress, other Departments and Agencies, industry, academia, foreign governments, the media, the public, and other stakeholders on issues of strategic trade. Maintain relationships with other components of EA, BIS, and the Department to advance strategic trade policy objectives. Review all aspects of EA/ST's programs for effectiveness, identify functional areas where revision may be necessary, and develop strategies to increase their effectiveness and advance underlying goals. Provide creative insights to help identify, clarify, and resolve complex issues critical to the Assistant Secretary and PDAS. Responsible for ensuring that established policies and programs correlate with appropriate laws and regulations.

To qualify, applicants must provide evidence of progressively responsible executive level leadership experience and office management experience directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and their competencies and Professional/Technical Qualifications (PTQs). Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.(Competencies: conflict management, leveraging diversity, developing others, team building) ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility) ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.(Competencies: financial management, human capital management, technology management) ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating) NOTE: Responses to ECQs must not exceed 10 pages typed in 12-point font. Professional/Technical Qualifications: Demonstrated knowledge of and experience in strategic and operational planning in order to administer complex programs and initiatives with national security needs, aligning programs and initiatives to the mission and fostering continued program improvements. Demonstrated experience leading a large multi-disciplinary national security organization, experience with export licensing, compliance, and outreach activities, and implementing nonproliferation and foreign policy goals. Demonstrated ability to develop, negotiate, and implement policies and procedures related to the U.S. export control system.
