The Deputy Assistant Secretary for Technology Security (DAS/TS) leads the Bureau of Industry and Security's Export Administration (EA) analysis and development of policy related to U.S. technological leadership, including as relates to critical and emerging technology, foreign availability of technology, strategic trade flows, the U.S. defense industrial base, the Committee on Foreign Investment in the United States process, and the effectiveness of export control measures.
Duties
Provide strategic oversight for EA/TS, serve as a primary decisionmaker for operations within EA/TS, and lead all personnel, budgeting, and programmatic aspects of EA/TS, including the Offices of Technology Evaluation and Strategic Industries and Economic Security.
Develop strategies and implementation plans for maintaining U.S. technological leadership across EA/TS, including as relates to critical and emerging technology, foreign availability of technology, strategic trade flows, the U.S. defense industrial base, the Committee on Foreign Investment in the United States process, and the effectiveness of export control measures, and support related Departmental activities.
Represent the Assistant Secretary for Export Administration and Principal Deputy Assistant Secretary in communications and dealings with senior BIS and Commerce Department officials, White House staff, Congress, other Departments and Agencies, industry, academia, foreign governments, the media, the public, and other stakeholders on issues of U.S. technological leadership.
Maintain relationships with other components of EA, BIS, and the Department to advance U.S. technological leadership policy objectives.
Review all aspects of EA/TS's programs for effectiveness, identify functional areas where revision may be necessary, and develop strategies to increase their effectiveness and advance underlying goals.
Provide creative insights to help identify, clarify, and resolve complex issues critical to the Assistant Secretary and PDAS.
Responsible for ensuring that established policies and programs correlate with appropriate laws and regulations.
Responsible for the oversight of complex matters relating to the defense industrial base, the Bureau's Continuity of Operations Program, the National Security Act of 1947, as amended, the Safe Water Act, the Energy Policy and Conservation Act, the Selective Service Act of 1948 and related Executive Orders (EO), expanded responsibilities under the Section 232 of the Trade Expansion Act of 1962, as amended, and exclusion request processes related thereto; EO 14017, America's Supply Chains; EO 13944, Ensuring Essential Medicines, Medical Countermeasures, and Critical Inputs Are Made in the United States.

To qualify, applicants must provide evidence of progressively responsible executive level leadership experience and office management experience directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and their competencies and Professional/Technical Qualifications (PTQs). The ECQs were developed to assess executive experience and potential, not to evaluate technical experience. ECQs measure whether an individual has the broad experience needed to succeed in a variety of SES positions.

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.(Competencies: financial management, human capital management, technology management)
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Professional/Technical Qualifications:
Demonstrated knowledge of and experience in strategic and operational planning in order to administer complex programs and initiatives related to national security and/or foreign policy, aligning programs and initiatives to the mission and fostering continued program improvements.
Demonstrated experience with advanced technology, data analysis, supply chains and business operations, and the U.S. defense industrial base.
Demonstrated ability to develop, negotiate, and implement policies and procedures related to U.S. technological leadership.
