Duties

The primary purpose of this position is: To exercise second level supervisory and managerial authorities as the senior civilian at the 15th Wing (15 WG) as Executive Director. Serves in a key staff professional position as the Wing's senior civilian and senior adviser to the 15 WG Commander. Lead, guide, direct and monitor activities for assigned wing staff agencies, including group-level administrative support (non- command) for wing staff agencies, and coordinate support with 73 partner units on behalf of the 15 WG Commander. Provides broad operational leadership, advice, expertise, and guidance throughout the organization and its associated groups in the areas of continuous process improvement, organization and staffing, and administrative support at JBPH-H. Duties: Plans, organizes, and oversees the Staff activities of the 15th Wing with direct oversight of training, readiness, and plans functions. Exercises supervisory personnel management responsibilities. Represents the 15th Wing (15 WG) with a variety of installation and functional area organizations. Establishes, defines, and implements requirements for staff programs to ensure services and functions are in line with organizational goals and mission requirements. Provides executive leadership and management.

  • This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Recall to duty and overtime may be a requirement of this position.
  • Must be able to obtain and maintain a Top Secret Security Clearance with SCI. A non-disclosure agreement must be signed.
  • Work will require moderate travel away from the normal duty station on a military or commercial aircraft.
  • The employee is expected to exercise a high degree of creativity and innovation in applying sound, mature judgment to develop effective solutions to a wide range of technical and resource management issues.
  • The employee must have the ability and professional stature to support and defend, as well as influence, program and policy decisions throughout the Wing and higher headquarters.
  • Employee frequently participates in briefings and conferences, a marked degree of oral and written communications skills are essential.
  • Appropriately handles and safeguards sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

Condition of Employment Continued: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. The duties of this position meet all requirements for a category "4" key position designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve IAW: DoDD 1200.7, Screening the Ready Reserve. This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to function effectively. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, GS-0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes In-depth knowledge of management planning policies, practices, regulations, and laws associated with the organization's structure, mission, functionality, capabilities, and limitations related to key staff level functions; In-depth knowledge of personnel management, Equal Employment Opportunity, and safety and security regulations, practices, and procedures; In-depth knowledge and experience in Process Improvement or Project Management or Business Continuity (e.g. Six Sigma, Project Management Professional, Certified Business Continuity Professional, etc.); knowledge in formulating organizations, manpower, personnel, financial, and safety policies for all mission areas and developing policies and management of matters pertaining to resource management, plans and programs, regulatory and procedural compliance. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of management planning policies, practices, regulations, and laws associated with the organization's structure, mission, functionality, capabilities, and limitations related to key staff level functions. 2. In-depth knowledge of personnel management, Equal Employment Opportunity, and safety and security regulations, practices, and procedures. 3. In-depth knowledge and experience in Process Improvement or Project Management or Business Continuity (e.g. Six Sigma, Project Management Professional, Certified Business Continuity Professional, etc.). 4. Leadership and technical skills to identify development goals and objectives, develop comprehensive project plans and when necessary, and direct ad hoc teams. 5. Skill to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources; including skill to recognize and clearly define program deficiencies that may be eliminated through improvements or risk mitigation. 6. Skill to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy and persuasively interact with other senior management and scientific personnel to negotiate major issues of importance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
