The position is located in the Room 1 of the Office of Administration, Chief Operations Office, Executive Office of the President (EOP). Room 1 coordinates EOP daily operations for the campus and serves as the one stop shop for any questions from staff regarding facilities, amenities, events, space and operations.

Duties

As a Operations Specialist, GS-0301-11, your typical work assignments may include the following: Administers and evaluates internal management plans, direction, and practices which require consideration and integration of specialized needs. Recommends changes pertaining to operating practices. Oversees parking allocations across campus and works to determine yearly allotments, maintain historical data, manage placards and provide monthly parking updates. Serves as the Contracting Officer's Representative for parking contract. Serves as a point of contact for authoritative information on operational policies, procedures, and requirements. Manages capital bikeshare on campus to include working with the vendor to coordinate access through automated access control system. Supports dry cleaners' operation and work with them on contract and operational requirements. Ensure facility requirements are met and work with HR or facilities to support campus lactation rooms, meditation rooms, and executive gym. Updates and maintains agency's intranet webpage. Evaluates and make determinations on facilities and request via agency specific automated systems. Provides training for staff on automated systems related to campus operations. Responds to and provide immediate support to a variety of unprecedented issues and problems. Ensures that the matters are resolved or the customer is directed to the correct office that will be able to provide the services needed.

  • Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).
  • Only experience and education obtained by the closing date of this announcement will be considered.
  • The agency requires 30 days on site before being eligible to participate in the telework program.
  • Obtain and maintain a Federal Acquisition Certification for Contracting Officer's Representative (FAC-COR) Level 1 within 3 months from date of hire.

Qualifications

MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-11 level, if you must meet the following minimum qualification requirements:One year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: 1) Managing organizational amenity programs in fields related, but not limited, to transportation, fitness, and employee family services 2) Creating SOP's for programmatic best practices and 3) Updating and maintaining content on websites. OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR A combination of experience and education. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11.) Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

For the GS-11: Must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
