The primary purpose of this position, MANAGEMENT AND PROGRAM ANALYST GS-0343-9/11, is to perform studies involving quantitative and qualitative data analysis of all the shops under the assigned organization. Incumbent provides analysis of current operations, identification of problem areas, and recommendations for improvement within the Organization.

Duties

Perform studies to review and evaluate the efficiency/ effectiveness of substantive program operations and their interrelationship within the DREP organization structure. Study, monitor, and analyze data from reporting systems that generate a variety of production and training data including customer satisfaction, training effectiveness, financial impacts, workload impacts, etc. Develop training packages as-well-as policies and procedures to implement new programs originated by higher-level management. Assist the Group manpower analyst in the analysis and review of proposed realignment/reorganizations to determine their impact on current operations, policies, and guidelines. Track/monitor/analyze the status of QPM's/QPI's and prepares analytical information for DREP reports.

  • WORK ENVIRONMENT: The incumbent works in an adequately lighted and ventilated office environment. Exercises normal safety precautions.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, ADMINISTRATIVE AND MANAGEMENT POSITIONS. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. TARGETED POSITIONS: This position is a developmental (e.g.: GS-09 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09) . Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: evaluating and advising on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation; researching and investigating new or improved business and management practices for application to agency programs or operations. OR EDUCATION: Applicant must have successfully completed a Master's or two full years of progressively higher level graduate education leading to a degree or LL.B or J.D. if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of one full year of graduate level education and specialized experience directly related to the work of the position as outlined above that meets requirements of the position. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. An example of creditable specialized experience includes: analyzing management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology; conducting studies of employee/organizational efficiency and productivity and recommending changes or improvements in organization, staffing, work methods, and procedures; identifying data required for use in the management and direction of programs. EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed a master's or equivalent graduate degree, or two full years of progressively higher- level graduate education leading to such a degree, or LL.B or J.D., if related, and specialized experience directly related to the work of this position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning the efficiency and effectiveness of program operations. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. Ability to devise organizational structuring options for complex, diverse organizations. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
