This vacancy is for a Supervisory Program Management Specialist in the Office of the Secretary within the Department of Commerce.

Duties

As a Supervisory Program Management Specialist, you will perform the following duties: Responsible for a variety of office automation and administrative duties. Principal administrative advisor with operational responsibilities and administrative functions. Serve as Program manager, program development and management capabilities on matters related to the Department's administrative policies and procedures and advisory committees. Perform the full range of supervisory functions, including planning, assigning and reviewing work, providing or arranging training and development and evaluating performance. Develop, recommend, and implement policies that lead directly to the accomplishment of programs. This Job Opportunity Announcement may be used to fill other Supervisory Program Management Specialist ZA-0301-4 FPL ZA-04 positions within the Office of the Secretary in the same geographical location with the same qualifications and specialized experience.

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-04 is equivalent to the GS-13/14 grade levels. Supervisors are eligible for supervisory performance pay, increasing their salaries by up to six percent higher than the maximum rate of their pay bands (achievable through pay for performance increases only). To qualify at the ZA-04 level: You must have one-year (52 weeks) specialized experience at the next lower-level equivalent to the ZA-03 or GS-12 grade in federal service. Specialized Experience includes: Providing technical guidance, advise, and oversight of all efforts related to administrative policies and procedures, and advisory committees; Implementing transparency policies and procedures in compliance with laws, executive orders, and Presidential memorandums; Applying the Federal Advisory Committee Act (FACA) and/or related transparency laws, policies and regulations governing an agency to advise management, develop policies, manage and implement projects, and/or assess FACA or advisory committee program effectiveness; Developing internal administrative policies and procedures; and Effectively collaborating with varying levels of people within an organization that includes senior managers, staff members, and/or external groups.
