The primary purpose of this position is to be the Air Reserve Technician (ART) enlisted position and accomplish Combat Crew Communications (CCC) responsibilities. Also, supervise the CCC function less than 25% of the incumbent's time. Additionally, provides training to reservist in the accomplishment of the tasks set forth herein.

Duties

Accomplishes Combat Crew Communications (CCC) activities. Analyzes and evaluates assigned unit requirements regarding combat crew communications under peacetime and wartime conditions such as Operational Plan (OPLAN) 8010, and Homeland Defense missions. Responsible for Communication Security (COMSEC) Management and Training.Develops and executes local physical, administrative, and communications security programs for combat crew communications. Provides support to Flight Operations activities for assigned unit.Reviews all unit flying schedules daily, and coordinates communications and Safe Passage information with on/off-base agencies. Develops, coordinates, executes, and maintains, peacetime, conventional, and operational plans (OPLAN) 8010 programs within the combat crew communications office. Accomplishes various work center processes.Establishes or provides input to budget requirements for combat crew communications activities. Performs limited supervisory personnel management responsibilities. Directs and controls the activities of the combat crew communications function.

  • May be required to fly in commercial and military aircraft to perform temporary duty assignments.
  • This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements.
  • The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.
  • Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA).
  • Preferred Military Air Force Specialty Code (AFSC): 1D771W and Rank/Grade: Master Sergent/ E-7
  • Position works in a high stress area with rapid response situations.
  • Position is designated as Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • As a mandatory requirement for employment, the incumbent is to refrain from the use of illegal drugs and if requested, submit to urinalysis testing.
  • Appointee must sign a statement acknowledging the position occupied is a TDP.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. Specialized Experience: Applicants must have at least one-year of specialized experience equivalent to or above the GS-09 grade level in other pay systems which equipped the applicant with the ability to successfully perform duties of the position. Specialized experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. Education: Ph.D degree or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, or LLM (Major course of study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled) NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT. OR Combination of Education and specialized experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of standardized telecommunications concepts, principles, and practices regarding deployable communications equipment and systems. 2. Knowledge of the operating characteristics of and interoperability requirements for specialized communications systems. 3. Knowledge of information systems security principles and methods. Knowledge of personnel management rules and practices and EEO concepts and principles to conduct supervisory duties. 4. Skill in weighing the impact of variables such as changes in electronic and other equipment characteristics, equipment availability, interoperability of components, and types of communications required. 5. Ability to resolve problems or questions by gathering and analyzing facts from a variety of sources, forming and communicating conclusions, and making recommendations. 6. Ability to read, comprehends, and interprets communications such as COMSEC messages, operational plans, execution orders, emergency action plans and orders. Ability to communicate effectively both orally and in writing to brief, instruct, and prepare papers and documents. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
