This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the VA Greater Los Angeles Health Care System VAGLAHCS) in Voluntary Service. The primary purpose is to work jointly with the Fisher House Program Manager in on-site management, planning, operation, and administrative coordination of the temporary lodging program.
Duties
Duties may include, but may not be limited to the following:
Participates jointly with the Program manager in planning, directing, controlling, coordinating, operating and evaluating the total management of the Fisher House.
Development, establishment, and implementation of operational policies related to the eligibility, admission, length of stay, and behavior standards for guests, as well as the cleanliness and state of report of the house.
Participates in the execution of policies and procedures for reviewing referrals, scheduling admissions, check-in and orientation of guests, check out of guests, collection of service fees, and enforcing rules and regulations for guests while at the house.
Implements program procedures, regulations, and guidelines concerning operations.
Resolves day-to-day problems that are related to the program and are keeps the Fisher House Manager informed of situations that occur during independent shifts.
Must be able to assess and handle urgent situations and take appropriate actions to include interaction with medical center services (i.e. emergency, health administrative, safety, police, engineering) to control problems and report resolution to management.
Monitor cleanliness and safety of the facility through daily observation of communal living areas and guest rooms.
Prepare and track work orders relative to these issues. Participates in activities that ensure the facility complies with health, safety, privacy, and sanitation rules and regulations.
Will conduct joint guest management inspections of guests' rooms. Sound thorough knowledge and mature judgment skills are needed in making on-the-spot decisions to include documenting information for further review and inquiries concerning the decisions of eligibility criteria and what should be waived due to the unique or unusual circumstances presented by the requesting family.
Knowledge of standards and practices and monitor the need for appropriate boundaries between guests and volunteers, all of which requires program knowledge, sound judgment, along with tact and diplomacy.
Assists with building and managing workforce based on program goals, budget considerations, and staffing that optimally provides coverage for the needs of the Fisher House program and guests.
Delivers administrative actions for both the Fisher House and Hotels for Heroes Programs, including taking action on referrals.
Assessing eligibility, and responding to referring source via replies and providing updates through Computerized Patient Record System (CPRS). Maintains, updates, monitors, and assembles reports from various automated databases documenting guest lodging data and program operations.
Maintains databases to ensure accuracy of room availability, guest information, guest lodging needs, reservations, waitlist, departures and needs for extension, cancellations and re-bookings.
Provides administrative action and briefs management of all necessary documents that will require signature prior to mail outs and coordination of both the Fisher House and Hotels for Heroes Programs.
Coordinates actions as necessary with the Public Affairs Officer.
Interact with a variety of stakeholders, to include patients, guests, and clinical providers, military liaisons, volunteers, community supporters, hospital leadership, VACO Fisher House Program Manager, Congressional staffers, Fisher House Foundation personnel.
Greet guests and conduct guest orientations and safety briefings. They will receive and address guest complaints, along with handling inquiries regarding Fisher House standards and house rules.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of VHA and Fisher House management procedures and general business/housing management principles and practices to analyze the efficiency of the Fisher House program operations carried out by staff and volunteers on behalf of guests.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree OR, 2 full years of progressively higher level graduate education leading to such a degree OR, LL.B. or J.D., if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond A master's degree.

Physical Requirements: The work is primarily sedentary. Work will involve some walking, bending, and lifting of light objects, as well as a good deal of work on a computer keyboard.
