The primary purpose of this position, ELECTRONICS TECHNICIAN, GS-0856-11, is to organize, execute and evaluate highly complex electronic testing on nuclear ordnance systems. The critical nature and complexity of these systems requires the incumbent to perform semi-professional engineering duties in support of these weapons systems.
Duties
Plan, organize, and execute special studies and projects.
Perform Service STAR (S/S) laboratory testing of arming and fusing systems.
Perform Aging & Surveillance (A&S) testing as the primary technician.
Confer with government engineers, contractor engineers and scientists and specialists.
Write technical reports on the progress, analysis, evaluation, and conclusions on complex electronic system testing.

- PHYSICAL: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL.
- Utilize protective clothing and devices during conduct of certain test operations to help reduce personnel hazards connected with explosive devices.
- Maintain familiarity with items undergoing test to reduce or preclude explosive mishaps through use of good shop practice and adherence to safety principles provided through general operating guidelines.
- Extensive working knowledge of automatic process control type test equipment and general electronics background with knowledge and experience with machine oriented languages associated with process control test equipment.
- Make accurate analysis of the data derived to preclude loss of test data, and to preclude misjudgment of the reliability of Air Force nuclear weapon subsystems inventories.
- Conduct tests involving sensitive explosives which include: removing shorting caps from the explosive, installing electrical test cables for detonation, performing visual examinations after test to determine cause of misfire, and conduct testing.
- Exercise judgment and perspective to assure overall safety is maintained at an optimum level whenever nonstandard test equipment/test article behavior is
observed.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, to include the Individual Occupational Requirements (IOR) for the GS-0856, Electronics Technical Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: This series covers technical positions supervising, leading, or performing work involving applying:
knowledge of the techniques and theories characteristic of electronics, such as a knowledge of basic electricity and electronic theory, algebra, and elementary physics;
knowledge of electronic equipment design, development, evaluation, testing, installation, and maintenance; and
knowledge of the capabilities, limitations, operations, design, characteristics, and functional use of a variety of types and models of electronic equipment and systems related to, but less than, a full professional knowledge of electronic engineering.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-11
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-5), or equivalent in other pay systems. Examples of specialized experience includes the use of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas, development of policies, standards, and procedures involving testing, troubleshooting, modifying, designing, calibrating, installing, maintaining, repairing, constructing, developing, and instructing on electronic equipment or similar functions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of electronic principles and practices, operating parameters, capabilities, and limitations of electronic systems associated with Reentry Vehicles and ATE and of various types of electronics logic.
Thorough knowledge of electronics theories, practices methods, and techniques.
Skill in analyzing and interpreting technical specifications, mechanical and electrical blueprints, schematics, and engineering drawings.
Skill in using test equipment such as, but not limited to digital and analog multi-meters, oscilloscopes, RF signal generators, spectrum analyzers, network analyzers, specialized automatic test equipment, mechanical measuring instruments, hand tools, soldering devices and waveform monitors.
Skill in developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a project ream and represent the organization in a professional manner.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Work Environment: Assignments are completed in shops with adequate lighting, ventilation, heating and cooling. Assignments maybe completed while standing or sitting at work benches. Safety precautions require the use of specialized safety equipment to minimize the possibility of injury or accident.
Physical Demands: Assignments are physically demanding, requiring a combination of sitting, walking, and standing, bending, carrying and lifting items such as electronic assemblies is required. May be required to lift items weighing up to 25 pounds using assistance.
