This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Eastern Region, Veterans Integrated Service Network (VISN 4), Philadelphia VA Medical Center, Pathology and Laboratory Medicine Service, Philadelphia, PA. The incumbent functions as the primary administrative resource person to the Pathology and Laboratory Medicine Service at the Medical Center by validating, advising, and consulting with the clinical and admin Services.
Duties
Duties for this position include but are not limited to:
Employee assists in the formulation and execution of the annual budget including salaries, travel, supplies, equipment, and all other general operating expenses.
Employee is charged with the responsibility of operating within the authorized budget. Employee has limited authority for a number of fund control points.
Employee assembles and compiles budget information and maintains a running account of funds allocated and expended in all sub accounts and makes interim adjustments where necessary by applying the basic knowledge and understanding of budgetary policies, procedures, and regulations
Employee develops the need for and maintains an awareness of available resources, and makes recommendations to Chief of Pathology and Laboratory Medicine Service regarding needs, distribution, or redistribution of these resources
The employee will recognize the need for new polices and bring such policies to the attention of the Chief, Pathology and Laboratory Medicine Service.
Manages the overall supply needs, services, and materiel requirements for the Service. Conducts inventory of Service equipment and property
Prepares recommendations to resolve property utilization issues and assures economical and efficient use of equipment and property. Disposes of Unused, obsolete, or excess equipment
Works with Fiscal, DSS and involves other management personnel in reviewing, analyzing and responding to budgetary, VERA and workload submission reports received from the VISN and VHA. Assists in providing data for performance improvement and utilization review
The employee directs the personnel management program for the Pathology and Laboratory Medicine Service, performing and/or overseeing full range of human resources requirements
Discusses, investigates, and responds to employee grievances and dissatisfactions in order to resolve conflicts
Incumbent represents management at labor management meetings, provides information, and resolves conflicts and/or problems that may arise and assures management officials are familiar with the negotiated agreement.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: training, leading, coordinating or supervising others in related duties such as: Knowledge and skill in applying analytical and evaluative methods and techniques in order to address issues or conduct studies to determine the efficiency and effectiveness of program operations and substantive administrative support functions (internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate operations). Knowledge of pertinent laws, regulations, policies and precedents that affect the use of program and related support resources in order to recognize the affect they have on the use of program and related support resources. Knowledge of major issues, program goals and objectives, work processes, and administrative operations of the organization in order to integrate management services within the management of the Pathology & Laboratory Service Line to schedule and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations. Knowledge of fund control point management in order to perform Contracting Officer's Technical Representative (COTR) duties and activities. Knowledge and skill in the use of computer equipment with a wide variety of software such as Word, Excel, Power Point, Outlook, Access and VHA databases in order to extract and organize data, produce letters, memorandums, and to prepare a variety of specific working documents and forms such as spreadsheets, databases, word processing, desktop publishing, graphics and other similar products.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, OR, 3 full years of progressively higher level graduate education leading to such a degree.

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11.
