This position is for Compensation and Pension Service within the Occupational Medicine section. The primary purpose of this position is to direct and perform all administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, document control logistics, and a variety of related administrative matters in support of a medical facility.
Duties
The incumbent will perform a variety of duties, including but not limited to, the following:
Overseeing a variety of administrative programs, including the distribution and dissemination of incoming mail, internal controls, records management, publication and forms management, and timesheets.
Analyzing and assessing data, managing, and evaluating the Employee Occupational Health program providing oversight and leading all management improvements for the Employee Occupational Health Section.
Reviewing and evaluating completed staff actions (memos, reports, studies, fact sheets, information papers) for overall quality of the document, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy.
Analyzing and assessing data, manage and evaluating the Compensation and Pension and IDES programs providing oversight and leading all management improvements for the Compensation and Pension Service.
Tracking Application (VTA) to track the status of exams days released and pending release.
Utilizing programs to compile data and report exams exceeding the required turnaround time.
Implementing administrative policies and procedures for facility-wide areas of responsibility.
Performing budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses.
Advising supervisors and employees on the interpretation and application of a variety of human resources policies, practices, and procedures including staffing, classification, employee relations, benefits, and related areas.
Planning and conducting management studies and analyses to determine the impact of medical facility realignments and changes.
Compiling and analyzing facts, developing plans, and performing coordination with results.
Preparing reports with findings and recommendations based on management and administrative considerations.
Work Schedule: Monday - Friday, 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning, developing and implementing policies and procedures to be compliant with Federal regulation requirements, as well as policy and guidance; working human resources actions related to personnel processes and procedures; Analyzing trends for report findings; Planning, organizing, coordinating, implementing, directing, integrating, controlling and evaluating data collected related to performance and quality assurance with the department; Reviewing, analyzing, and submitting all required monthly, quarterly, and annual reports; Providing advise to leadership on all budgetary and finance issues; Advising management in productivity enhancement efforts such as unit performance awards, beneficial suggestions, organizational improvement initiatives, and similar enhancement programs; Performing office automation duties using standardized software and equipment; Maintaining administrative systems, preparing administrative paperwork and maintaining appointments/calendars/ schedules; coordinating meetings; and making travel arrangements.

To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., directly related to the work of the position. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
