The VISN 8 Human Resources Management Service is recruiting to fill one (1) Human Resources Assistant (Information Systems) position. The Human Resources Assistant (Information Systems) assists in the development, creation, or maintenance of data systems including Excel, Power-BI, SharePoint; applying a wide range of administrative/data/reporting concepts to complete a variety of work assignments.

Duties

Major duties include but are not limited to: Administer/coordinate system access requests for HR information systems for end users. Assigns tickets in systems to the correct HRIS Specialist based on the needs of the requestor. Troubleshoots HR Information system issues that end users are experiencing. Answers broad questions from managers or employees regarding enterprise HR systems or HRIS products. Assists HRIS Specialist in conducting quarterly audit reviews of HR information systems. Maintains local HR information system usage policies & procedures. Manage/maintains consistency in HR databases. Modifies and maintains forms used for local system administration. Charged with managing access to local HR SharePoint sites. Responsible for running and publishing recurring reports (daily, weekly, bi-weekly, monthly etc.). Runs and publishes ad-hoc reports upon request. Conducts initial analysis complicated by conflicting or insufficient data, user complaints, or other relevant factors, to determine which HRIS Specialist will be needed for the in-depth analysis. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8am - 4:30pm Compressed/Flexible: May be available at Supervisory discretion Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: This position may require the selectee(s) to be geographically located (live and work) in the VISN 8 catchment area. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position there is no time in grade requirement; for a GS-06 position you must have served 52 weeks at the GS-05; for a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-05 grade level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Qualifying specialized experience includes performing a variety of administrative duties, record keeping, reporting, and information duties; performing receptionist duties; and preparing a wide variety of correspondence and reports using Microsoft Office programs such as Word, PowerPoint, and Excel. OR, Applicants may substitute education for the experience required for the GS-05 level. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Bachelor's degree or four (4) academic years of education beyond high school. (TRANSCRIPT REQUIRED). OR Combination: Applicants may also combine education and experience to qualify at the GS-05 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education. GS-06 grade level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Qualifying specialized experience includes assisting HRIS Specialist with managing internal and outward facing electronic platforms (such as internet, SharePoint, intranet, Leaf etc.); aiding HRIS Specialist in developing, designing, and implementing current processes to refine or improve HR processes, administrative/operational tools, procedures, and technology; assisting in the development, creation, or maintenance of data systems including Excel, Power-BI, SharePoint. GS-07 grade level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Qualifying specialized experience includes administering/coordinating system access requests for HR information systems for end users for applications including but not limited to: EOPF; HR Smart; SharePoint; and yourHR; assisting in developing and overseeing plans, policies, and procedures for development and maintenance of computer software in support of HRIS; researches and resolves problems pertaining to HR systems such as HR SMART, e-OPF, and interface information management systems and/or programs. You will be rated on the following Competencies for this position: Customer Service (Clerical/Technical)Information ManagementProblem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Work does not require any special physical effort.
