This position provides Network-wide human resource support work in the Worklife and Benefits Unit that entails determining the approach and methods needed to process personnel actions, and ensure related Worklife Benefits are completed in a timely fashion.

Duties

VA offers a comprehensive total rewards package: HR Assistant Total Rewards As a Human Resources Assistant in Benefits, your duties may include but are not limited to: Monitors information systems for actions related to benefits. Reviews requests for completeness and accuracy. Evaluates sensitive personnel issues and counsels employees on the requirements of viable options. Attends health benefit enrollment fairs to assist with open season. Gathers and organizes data for special projects. Maintains and presents up-to-date benefits information. Researches and reviews laws, regulations, authorities, and agency policies. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday through Friday, 8:00 am - 4:30 pm Compressed/Flexible: May be available Telework: Telework availability will be discussed upon selection. Virtual/Remote: This is NOT a virtual/remote position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Selection for this vacancy will be made at the GS-05 with promotion potential to GS-06 and GS- 07 grade level.The GS-05 developmental level (will operate under close supervision), the individual has knowledge and skill in applying a standardized body of HR rules, procedures, and operations concerning recruitment and placement. At the GS-06, developmental position is considered the mid-grade level of this career ladder position and performs developmental assignments under closer than normal supervision until the full performance level is reached. The full performance level GS-07 works as an intricate member of a Recruitment & Placement team and support the team's recruitment and placement efforts. To qualify for this position at the GS-5 level, you must meet one of the following: Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-4 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: Working with and applying a standard body of federal rules, regulations, and procedures. Researching information regarding employee benefits. Communicating and providing customer service to a wide variety of customers and colleagues. Working with Microsoft office products. OR, Education: Applicants may substitute education for the required experience for the GS-05 grade level. To qualify based on education for this grade level you must have a Bachelor's degree or four (4) academic years of education beyond high school. (Transcripts Required) OR, Combination: Applicants may also combine education and experience to qualify at the GS-05 grade level. You must have a combination of specialized experience and education beyond high school. (Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience).(Transcripts Required) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
