The Cyber Threat Intelligence Integration Center (CTIIC) is the DNI's Intelligence Community (IC) lead for cyber intelligence issues. CTIIC is responsible for integrating IC collection and analysis on cyber intelligence issues, and for coordinating and supporting the IC in providing accurate, timely, comprehensive support to national policy and decision makers.
Duties
Mission Statement: ODNI's Cyber Threat Intelligence Integration Center (CTIIC) established the Office of Strategic Cyber Partnerships to deepen and scale the IC's engagement with commercial cyber intelligence providers, technology companies, researchers, NGOs, and other private sector partners.
Manage CTIIC's partnership efforts and contract management with the tech and cybersecurity industry, NGOs, academia, and other research and data partners.
Identify partners that are uniquely positioned to team with the IC to address key cyber intelligence priorities and operational requirements.
Manage an IC-wide approach to integrating commercial cyber threat intelligence and open-source data sets with the IC's collection and analysis.
Manage commercial intelligence offerings and private sector partnerships that benefit IC discovery and analysis of cyber operations and infrastructure, and threats to other digital ecosystems.
Collaborate with ODNI's Office of Data and Partnership Interoperability, the National Intelligence Council, the IC-CIO, and other ODNI offices, to coordinate partnership strategies and engagements with IC elements, Sector-Risk Management Agencies, and the Cybersecurity and Infrastructure Security Agency (CISA).
Manage interagency teams and efforts that address complex acquisition challenges; ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans.
Promote diversity and inclusion efforts that expand the talent pool of the cyber workforce to increase the representation of under-served communities that can have significant, positive impacts upon accomplishing mission objectives.
Lead, manage, and drive the ODNI core values of Commitment, Courage, and Collaboration, and lead through example to ensure the efficient use of personnel and funding resources while maintaining ODNI commitment to diversity and opportunity.
Manage the identification of gaps and impediments that are negatively impacting successful plan implementation efforts and develop solid and well-researched recommendations for policies/procedures designed to reduce these gaps.
Requirements
- Must be a U.S. Citizen residing in the United States
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
Qualifications
Mandatory Requirements:
Superior familiarity with cyber intelligence, and cybersecurity products and offerings.
Expertise in identifying and vetting data sets, tools, and capabilities relevant to the IC's cyber intelligence and collection missions.
Superior ability to build partnerships, coalitions, and networks of private sector, NGO, or governmental partners to take on complex, technical challenges.
At least two years' familiarity with contracting with the USG.
Experience with the information security and cybersecurity research community
Superior ability to communicate complex information clearly, concisely, and in a manner that is targeted to and meets the needs of diverse audiences, to include senior-level policymakers.
Superior analytical and critical thinking skills, including the ability to think strategically in identifying partnership opportunities and requirements and develop cogent and achievable recommendations with viable resource implementation strategies.
Superior demonstration of innovation and results-oriented leadership and the ability to generate performance metrics in developing and strengthening partnerships.
Outstanding interpersonal skills and the ability to build consensus, work effectively and independently, and influence key stakeholders to build a broad coalition promoting an interagency and national approach to intelligence integration; proven ability to work with senior officials, to build and sustain professional networks in a diverse, fast-paced, multi-task environment, and manage competing priorities.
Desired Requirements:
Superior knowledge of IC structures, capabilities, and operational mechanisms.
Successful completion of the Agency's Level II Contracting Officer Certification Program or equivalent standards (e.g. Certified to Level 3 according to DAWIA, Certified Contracting Officer). Program Management Level 3 Certification or 5 years of full lifecycle acquisition experience.
Expertise in convening initiatives with commercial partners and developing joint technical work plans.
Strong negotiation, influencing, and conflict management skills; comprehensive ability to resolve complex, cross-component and cross-program issues; and superior project leadership skills.
Education
Bachelor's Degree.
