About the Position: Serves as the principle assistant to the Realty Officer on matters pertaining to positions and organization structures, and workforce management activities to support the organization's overall human resource management (HRM) responsibility. Also provides administrative support and assistance to managers and supervisors in facilitating the performance of their employee management responsibilities.

Duties

Provides Realty Officer and Deputy Realty Officer with data and recommendations of a wide variety of actions, issues, problems, and questions that affect the employees and official structure. Identifies administrative problems and keeps the Realty Officer apprised on the general state of workforce and official structure management within the Project. Provides administrative support and general assistance to Project supervisors in the accomplishment of their expanded personnel management role. Maintains internal suspense for the submission of employee and position actions and follows through with responsible supervisor to assure that deadlines are met. Identifies administrative problems and keeps the Realty Officer apprised on the general state of the workforce within the Branch. Assists in the establishment of the annual budget within CEFMS and monitors effort to insure charges are to the appropriate accounts.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Human Resources Management, or a closely related field. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementFinancial ManagementProblem SolvingWorkforce Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-09 you must have 52 weeks at the GS-07 level. With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment. Without this information, your time-in-grade validation may not be able to be verified and will result in your not meeting the time-grade requirement for this vacancy.
