The Geriatrics and Extended Care (GEC) Program Specialist is assigned to the VA's George E. Wahlen Medical Center in Salt Lake City, Utah. This position works directly for the Administrative Officer, GEC. The duties and responsibilities of this position supports the GEC Service throughout the VASLCHCS. The incumbent assists with coordinating and managing various GEC Programs, to include assessing a program's effectiveness and efficiency.
Duties
Major duties to include, but not limited to:
ldentifies and/or implements program policies, procedures and processes that help monitor and evaluate the effectiveness of GEC Programs to include GSIT and TCT.
Interfaces with GEC leadership within the VASLCHCS to ensure they are fully apprised of Veteran concerns and perceptions with the GSIT/TCT programs, and to assist with addressing such concerns in the management decision-making process.
Analyzes and prepares various reports, identifying risks, and recommends corrective actions to the GEC GSIT and/or TCT Team, Managers, and Service Level Leadership when appropriate. Reports include but are not limited to: Veterans enrolled and engaged in VASLCHCS health care services; customer satisfaction; access times/delays; GEC GSIT and/ or TCT program capacity and barriers, performance metrics; Prepares, and presents the reports to GEC GSIT and/or TCT leads, VISN Lead or Facility leadership.
Functions as the Control Point Clerk for all GEC GSIT and/or TCT Points. Manages, tracks, and maintains the Government Purchase Card for the Program (if required), processing all requests, meeting all standards set forth by the VHA and FAR. The incumbent tracks orders, supply stock, and works independently in procuring all items needed to meet the functions of the program. Maintains budget controls and works with Financial Management Service staff to troubleshoot problems. Works with contracted services to ensure efficient and high-quality delivery of contracted services, approving invoices for services. Functions as the backup Contracting Officer Representative for the GEC service.
Provides administrative support and assistance in programs and organizational strategies for identifying opportunities to improve customer service and process quality. Recommends minor program improvements.
Involved directly with new program development and maintenance, to include the planning and coordination of all objectives required to bring programs into the operational phase.
Incumbent prepares various types of documents; including reports, briefing slides, handouts, documents, budget submissions, cost benefit and requirements analyses, and other written materials as required to detail and support the use of GEC GSIT and/or TCT funding to achieve project and program mission requirements.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Time-In-Grade Requirement GS-07: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: The incumbent will serve in a developmental assignment to provide the individual with the knowledge, skills, and abilities needed to perform the full range of duties as described in the target position description. Comprehensive knowledge of project and budget management planning experience with resource loading, leveling and management in a performance driven environment; ability to develop and maintain a risk adjusted, resource-loaded, cost and scheduled integrated baseline; understanding of development and deployment of health systems. Highly skilled in analytical reasoning, and ability to apply that skill to the identification analysis, and conceptualization of projects/program problems and development of alternative solutions involving the resolution of conflicting goals and objectives. Ability to decompose work into activities and identify project milestones, and methods of evaluating the worth of the project accomplishments. Skilled to plan, organize, to negotiate effectively with management. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate education or superior academic achievement. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and post high school education.
Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness, or the improvement of complex management processes and systems. Comprehensive knowledge of project and budget management planning experience with resource loading, leveling and management in a performance driven environment; ability to develop and maintain a risk adjusted, resource-loaded, cost and scheduled integrated baseline; understanding of development and deployment of health systems. Incumbent possesses sufficient knowledge of automated applications to perform the principal duties and responsibilities of the position. Within the area of responsibility, incumbent will achieve desired results by methods not always explicitly prescribed by management, but by those chosen by incumbent. Physical Requirements: The work is primarily sedentary and performed in an office setting. The position requires regular travel throughout the community, VASLCHCS, and to out of state conferences and trainings.
