This position is in the Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network (VISN 16), Gulf Coast Veterans Health Care System, Office of the Associate Medical Center Director, Non- VA Care Coordination Service, Biloxi, Mississippi. The primary reason for the position is to assist the Chief of Non-VA Care and its staff by performing general office work auxiliary to the work of the Non-VA Care Coordination Program.

Duties

Duties include: Responsible for tracking accountable documentation to ensure security and control and dealing with confidential matters as it relates to employees and related personnel matters. Research files and assembles background information on the subject of incoming material. Plans, implements, and monitors the supply program serving as the point of contact for vendors. Uses software applications to draw information. Prepares/assists in preparation of reports for the Service. Prepares/assists in preparation of reports for the Service. Completes monthly, quarterly, and annual reports as assigned. Edits and composes letters and reports, reviews correspondence for accuracy and completeness, prepares public presentation outlines, and develops standard or form letters and replies to inquiries. Reviews outgoing correspondence for proper attachments or consolidating/coordinating submittals of information. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday 8:00am-4:30pm (subject to change on agency needs). Per the AFGE Master Agreement, the Area of Consideration will be: 1st Area of Consideration - current permanent Gulf Coast Veterans Health Care System employees including satellites; 2nd Area of Consideration - current permanent Veterans Healthcare Administration employees.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Typing Proficiency: This position requires the skills of a qualified typist. In addition to meeting the experience and/or education requirements, you must be able to type at least 40 words per minute. To qualify at the GS-5 grade, you must meet educational requirements or a combination of specialized experience and education. Specialized Experience for the GS-5: Experience with Department of Veterans Affairs organization, programs, missions, and functions. Experience with administrative channels necessary for routing correspondence. Perform office routine and procedures for administrative functions of the Community Care. OR Education: Substitution of 4 years above high school (transcripts required). OR Combination of Specialized Experience and Education: Combination of successfully completed post-high school education (beyond the second year, first 60 credits) and specialized experience as described above, which meet the total experience requirements for this grade level. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of undergraduate education beyond the second year by 30. Add the two percentages. The total percentage must equal at least 100 percent to qualify.] To qualify at the GS-6 grade, you must have one year of specialized experience equivalent to the GS-5 level or higher. Specialized Experience for the GS-6: Use of a laptop/desktop personal computer with expertise in the following; Word Processing (MS-Word, Spreadsheets (MS- Excel), VistA, and CPRS. Communicate effectively, both in writing and verbally, by telephone and in person with professional staff and Services involved in patient care. Coordinate the work of the office with the work of the other offices and for recognizing the need for such coordination in various circumstances. Applying basic data gathering methods to collect various types of information. Experience with operations and established guidelines relating to scheduling, patient care, clerical functions in solving problems and handling of unusual occurrences independently. You will be rated on the following Competencies for this position: Administration and ManagementCommunicationComputer Skills Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items like papers or books. On occasion, it may require position of patients. This will require an understanding of proper lifting and supporting techniques to minimize physical injury.
