You will serve as a FACILITY MANAGEMENT SPECIALIST in the PUBLIC WORKS DEPARTMENT of NAVFAC SOUTHWEST.
Duties
You will prioritize facility projects to determine placement on an action plan (e.g., maintenance action plan [MAP], maintenance execution plan [MEP] and long-range maintenance plan [LRMP]).
You will conduct facilities inspections to update the condition index (CI) to reflect actual facility conditions.
You will brief tenant organizations on requesting work, funding jobs, or policies to provide guidance for current or future facilities projects.
You will develop scoping requirements or estimates to facilitate induction of work.
Requirements

- This is a bargaining unit position.
- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field FACILITIES ENGINEERING Level II. Certification is required within 24 months of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- May be required to work overtime and call back and emergency overtime are regular requirements of this position.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing initial diagnosis of problems within the facilities; 2) Developing the Maintenance Action Plans (MAPs), Maintenance Execution Plans (MEPs), and Long-Range Maintenance Plans (LRMPs) for assigned facilities; 3) Meeting with Supported Tenants' Points of Contact (POC) on a periodic basis to review work efforts and requirements; 4) Using automated maintenance management programs such as MAXIMO.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
A Ph.D. or equivalent doctoral degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
OR

A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
