GS-11 The primary purpose of this position is to serve as a True North (TN) Management and Program Analyst in a developmental capacity. Employee performs duties designed to develop skills and knowledge necessary to execute initiatives in support of the True North (TN) program.

Duties

GS-12 The primary purpose of this position is to lead the overall True North program for the installation. Responsible for execution, integration, communication, reporting, analysis/evaluation, and Community Action Team/Community Action Board (CAT/CAB) support. Duties: GS-11 In a developmental capacity, coordinates implementation and manages execution and evaluation of wing programs pertaining to TN. Serves as alternate TN Contracting Officer Representative (COR). Serves as the Installation Alternate TN COR for any TN contractors assigned to and embedded in wing and subordinate group units. Facilitates, and conducts process improvement projects and strategic planning alignment to improve mission effectiveness, resource efficiency, and resource savings. Promotes the resilience of assigned airmen and family through management of wing TN initiatives. Serves as the resident subject matter expert and manager for the installation welcome center. GS-12 Coordinates implementation and manages execution and evaluation of wing programs pertaining to TN. Serves as an on-site program manager for the True North initiative addressing seams/shortfalls with existing resources for general purpose forces (based on risk) in order to more effectively enhance the well-being and resilience of Airman and decrease negative outcomes such as interpersonal and self-directed violence. Serves as program manager on TN initiatives. Serves as a project lead to manage, facilitate, and conduct process improvement projects, strategic planning alignment, and consultant management capabilities to improve mission effectiveness, resource efficiency, and resource savings. Serves as TN Contracting Officer Representative (COR). Serves as the Installation TN COR for the TN contractors assigned to and embedded in wing and subordinate group units. Ensures full and complete coordination, cooperation, and communication among the TN contractors, Contracting Officer, and all government personnel appropriately assigned to monitor contract performance. Promotes the resilience of assigned Airmen and family through management of wing TN initiatives. Creates and sustains an organizational culture which encourages resiliency and help-seeking behaviors to ensure mission success.

  • This position requires a Secret security clearance. The incumbent must remain eligible for the required clearance at all times while serving in this position
  • Position will be developmental to the target grade of GS-12. Upon completion of appropriate training and time in grade requirement, incumbent may be noncompetitively promoted to the next grade.
  • Veterans Recruitment Authority (VRA) eligibility will only apply to position’s GS-11 and below.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of quantitative and qualitative methods and techniques to develop operational metric standards covering broad and complex operation categories. As well, knowledge of analytical and evaluative methods to select and apply appropriate programmed staffing standards covering complex missions and comprehensive knowledge of military command structure, missions, programs, and organizational relationships. OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of quantitative and qualitative methods and techniques to develop operational metric standards covering broad and complex operation categories. As well, knowledge of analytical and evaluative methods to select and apply appropriate programmed staffing standards covering complex missions and comprehensive knowledge of military command structure, missions, programs, and organizational relationships and knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area of installation community programs as well as the major uses, program goals and objectives, work processes, and administrative operations of the installation FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of pertinent laws, regulations, policies, guidance and precedents which affect the use of program and related support resources in the areas of TN as well as the major issues, program goals and objectives, work processes, and administrative operations of an installation in order to effectively manage program execution. 2. Knowledge of qualitative and quantitative techniques to plan, schedule, and conduct projects and studies including gathering, assembling, and analyzing facts; drawing conclusions; devising recommended solutions. 3. Basic knowledge of behavioral, social, and economic factors affecting active duty military workforce and their families in order to provide guidance and feedback for program implementation, execution, and evaluation. 4. Ability to understand social services delivery systems to ensure effective program management and communication. 5. Ability to effectively engage and partner with working groups and teams to collaborate across the installation and off-base community for the purpose of maximizing TN effectiveness. 6. Ability to communicate effectively both orally and in writing to maintain good working relations and ensure effective TN program implementation, execution, and evaluation. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Additional Conditions of Employment: This is a developmental position that leads to the full performance level. The incumbent will receive on-the-job training designed to provide the opportunity to perform the duties at the full performance level. The incumbent may be noncompetitively promoted to the next performance level upon (1) satisfactorily completing the training requirements (2) satisfactorily performing at the next performance level (3) meeting all OPM legal and regulatory requirements for promotion and (4) recommendation for promotion by the supervisor.
