This position is located in the Veterans Administration (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), VA Medical Center (MC), Fayetteville, North Carolina, in the Office of the Assistant Medical Center Director (AMCD).

Duties

This is position is located in the Veterans Administration (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), VA Medical Center (MC), Fayetteville, North Carolina, in the Office of the Assistant Medical Center Director (AMCD). The incumbent serves as the primary executive level administrative support to the AMCD, who manages services with multiple, diverse, and unrelated functions, performing a variety of clerical and administrative duties which are auxiliary to the work of the Office of the Director, Fayetteville VAMC and its affiliates. The Office of the Assistant Director is comprised of the following services: Nutrition and Food Services, Prosthetics Services, Logistics Services, Voluntary Services, and is additionally augmented by the Privacy Officer, a Supervisory Health System Specialist, and (3) Community-Based Outpatient Clinic Administrative Officers. Major duties include but are not limited to: Receives and processes all correspondence and documents transmitted through the Executive office for review, approval, and signature, establishing controls on certain items (to include Medical Advisory Opinions and Board of Veteran Appeal Claims, performance appraisals, and awards). Ensures correspondence conforms to regulations and special policies of the Medical Center, is in proper format, contains correct grammar, and if applicable, that staff coordination has been completed. Records, transcribes, and edits the minutes of various meetings (telephone conversations, staff meetings, boards and councils); prepares the minutes for distribution, singling out the action items, and follows up as required. Exercises control over supervisor's appointments with complete authority for commitments of time; establishing priorities at own discretion; setting up, rearranging, and when necessary, coordinating meetings with staff offices. Makes arrangements for travel, meetings, and community activities. Maintains timecards for staff members under the Executive's Time and Leave codes and ensures accuracy and timeliness of postings. Acts as liaison to other managers and staff within the organization and provides accurate advice on procedures, reports, requirements, and other matters necessary to implement the supervisor's policies, directives, and instructions. Informs them of the supervisor's views on current issues and programs. Provides general office supply and equipment support services such as procuring or justifying the full range of office services; obtaining and monitoring the use of services, supplies, or equipment for the office. Troubleshooting PC, telephone, and fax problems, and submits work orders, as appropriate, for problems that employees cannot resolve. Performs other related duties as assigned. Travel is required for this position, you must possess a current Driver License (DL) for this position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. BASIC MINUMUM QUALIFICATIONS: Experience Requirements: You may qualify based on your experience and/or education as described below: GS-08: Experience Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of Specialized experience related to this position are: Obtain and monitor a full range of office support services such as printing, maintenance, and supply services. This requires knowledge of the procedures applicable to the control, authorization, securing, and justification of such services. Request various types of personnel training actions or services. Prepare a wide variety of recurring internal reports and documents from information obtained from the staff, files, and other sources. Receives and refers phone calls; personally answers routine questions, such as those concerning standard office procedures. Reviews outgoing correspondence for procedural, grammatical, and typographical accuracy. Maintains control records on incoming correspondence and action documents; notifies staff member when due date is near to insure timely reply. Searches for and obtains information in files on request. Serving as liaison between the supervisor and subordinate units. Consolidating reports submitted by subordinate units. Arranging meetings involving staff from outside the immediate office. Proficiency Requirements(Office Automation) (any grade):In addition to meeting experience or education requirements, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Physical Requirements: The work is basically sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items like papers or books. No special physical demands are required to perform the work.
