This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Responsible for the management and surveillance of assigned construction projects, normally involving considerable difficulty and complexity due to their size, variety of structures or facilities, or the specialized nature of methods and equipment.
Work involves a wide range of contract methods including Job Order Contracting (JOC) and Task Order Contracting (TOC), requirements contracts, lump sum contracts, major Military Construction and service contracts.
Interprets contract requirements of complex technical nature and establishes contract quality assurance plans to perform surveillance of contractor operations. Coordinates inspection needs with design engineers.
Reads, interprets, and applies general information from operating procedures and policies, referenced technical information, regulatory procedural documentation that are made a part of the contract action.
Visits work sites on a daily basis to inspect work in progress, determine conformance to contract requirements and approved submittals, and to observe safety measures.
Receives contractor invoices and recommends payment based on actual work completed, approved progress schedules, deficiencies, and allowable retainage.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes coordinating inspection efforts with Contracting Officer Representative (COR) to ascertain that work is authorized to begin and to determine contract start and completion dates; analyzing situations, developing cost estimates, and determining the most practicable method of accomplishment and amount of time involved for purpose of comparison of bids received from contractors; preparing detailed written reports on contract progress, daily activity at each job site, discrepancies between contractor performance and contract requirements, and information pertinent to the use of required line items at various locations involved. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-7).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field such as engineering, construction, or industrial engineering which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
