This position is located in the Office of Environmental Health and Engineering (OEHE), Division of Engineering Services (DES) in Seattle, Washington or Dallas, Texas. The primary purpose of this position is to perform warranted Contracting Officer responsibilities for all phases of major and complex Architect-Engineer and Construction acquisitions to include acquisition planning, source selection, and various contracting duties. This position reports to the Supervisory Contract Specialist, DES.

Duties

Contracting Management Operations Perform the full range of senior professional and technical duties involved in the acquisition planning, preparation, source selection, finalization, award, analysis, and active administration of construction, Architect- Engineer (A-E), and other agreements and contracts for major facility construction and other contractual actions, as assigned. Pre-Award Management Perform and lead market research and acquisition planning. In conjunction with program representatives, responsible to develop and execute source selection strategy, solicitation, and award process (including adjudication of protests) for major facility design and construction. Post-Award Management Administer assigned contracts to ensure compliance with contract requirements. Negotiate and execute contract modifications.Adjudicate changes, Requests for Equitable Adjustments, Certified Claims, issue cure and show cause notices, terminations, and participate in any litigation efforts.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S):https://www.opm.gov/policy-data-oversight/classification-qualifications/general- schedule-qualification-standards/1100/contracting-series-1102/ GS-12 Eligibility Requirements In addition to the Basic Requirements, to be qualified at the GS-12 you must meet the following 1) Selective Placement Factor, 2) Minimum Qualifications and 3) Specialized Experience requirements. 1. GS-12 Selective Placement Factor Possession of Federal Acquisition Certification in Contracting Level II (FAC-C Level II) required. 2. GS-12 Minimum Requirements - Graduate Education - To qualify on the basis of graduate education, the area of study must be in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR - Experience - Applicants seeking to qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the GS-11 level in Federal service that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraphs 1 or 2; see below: A 4-year course of study leading to a bachelor's degree with a major in any field; OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 3. GS-12 Specialized Experience Requirement Your resume must demonstrate at least one (1) year of specialized experience equivalent to the GS-11 level in Federal service or obtained in the private or public sector performing the following type of work and/or tasks: Qualifying examples of Specialized Experience must include but is not limited to: 1. Experience planning, soliciting, awarding, and administering contracts in the procurement of supplies, equipment, and services for an organization or program in accordance with legislation, regulations, and policies; AND, 2. Experience performing work activities to ensure compliance with statutory contracting actions, reporting requirements, and related procurement initiatives; AND, 3. Experience applying broad, general rules in providing advice and guidance regarding acquisitions procedures to complex, non-routine purchases by Agency program officials and managers. **In addition to the Basic Requirements cited above, to be qualified at the GS-13 you must meet the following1) Selective Placement Factor, 2) Minimum Qualifications and 3) Specialized Experience requirements. GS-13 Eligibility Requirements In addition to the Basic Requirements, to be qualified at the GS-13 you must meet the following 1) Selective Placement Factor, 2) Minimum Qualifications and 3) Specialized Experience requirements. 1. GS-13 Selective Placement Factor Possession of Federal Acquisition Certification in Contracting Level III (FAC-C Level III) required. 2. GS-13 Minimum Requirements Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position, AND; A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 3. GS-13 Specialized Experience Requirement Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Qualifying examples of Specialized Experience must include but is not limited to: 1. Experience serving as a Senior Level Contracting Officer providing advice and guidance on full range of contracting transactions and activities; to include but not limited to, planning through closeout activities for the acquisition of construction and architect-engineering services; AND, 2. Experience developing, preparing, and presenting terms and conditions in bids and/or proposals related to the award and administration of contracts for construction and architect-engineer services; AND, 3. Experience negotiating and awarding contracts, modifications, or subcontracts; contract administration; cost or price analysis; contract clearance; developing negotiation positions and adjudicating claims or protests related to construction and architect-engineer contracts. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
