Duties
This Transportation Security Specialist-Explosives position is located Training & Development (T&D)/Training Operation Division (TCD)/TSA Academy East & West, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Assessing and validating interrelationships between initiators, power supplies, chemicals and determining if improvised explosives devices; commercial explosives, and mixed explosives, (fuel mixtures) alarms are negative or positive.
Contacting appropriate law enforcement or Bomb Squad if review indicates possible or imminent danger and ensures that security checkpoints are cleared and readied for special operations conducted by Federal state, or local law enforcement or military Explosives Ordnance Disposal (EOD) teams.
Participating in conducting reviews of all transportation security measures and operations using the full range of inspection techniques and methodologies and conducts complex inspections and reviews.
Developing and facilitating implementation of emergency safety and security procedures encountered through various transportation systems. Conducts Incident analysis and operational tests. of checkpoints, terminal; and other transportation entry points.
Providing and developing training to TSOs and other appropriate staff concerning 1he detection of explosive devices, chemicals, power supplies, and initiators that terrorists may attempt to carry onto aircraft.
Participating in reporting results of projects to managers and executive leadership to facilitate understanding. Serves as a liaison to other Federal State, and local law enforcement intelligence agencies as well as federally regulated transportation entities.
Qualifications
To qualify for the SV-1 Pay Band (equivalent to the GS-13), you must have one-year of specialized experience at the SV-H orGS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:
Developing training curriculurns pertaining to Improvised Explosive Devices (IED) and
explosives utilizing methods and techniques related to teaching or curriculum design and
applying adult learning concepts during the planning, designing, developing and evaluation of
training materials.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
