About the Position:
This is a permanent position with Headquarters (HQs), US Army Corps of Engineers, Directorate of Resource Management located at the U.S. Government Accountability Office (GAO); 441 G. Street NW, Washington, D.C. 20314.
The HQs Directorate of Resource Management is a major staff component of the U.S. Army Corps of Engineers.
This position will be filled on a permanent basis.
Duties
Serves as Chief, Business Practices and Program Evaluation Division; directs business analyses and program review and evaluation activities which integrate and analyze budget, finance, and manpower information on major command programs.
Advises higher level management officials on problems involving the relationships of the division activities to other divisions, broader programs, and other command activities.
Assigns work to subordinates based on priorities and considerations of the difficulty of assignments and the capabilities of employees.
Identifies needs and makes provision for employee training, developmental assignments, and other performance enhancing experiences.
Provides the command with an independent evaluation of new, major and long-term investment proposals and plans.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance. This requires that a personnel security investigation be adjudicated on a pre-appointment basis which may take up to 90 days or longer to process.
- THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Supervises the work of approximately 7 - 9 professional and support employees in grades 12 through GS-14. Plans work to be accomplished by subordinates, sets priorities, provides guidance, resolves policy issues, and reviews products and activities. Manages economic, investment and financial analyses, and program evaluations to assess and improve business practices. Manages the accomplishment of cost of doing business, overhead, economic, investment, and other financial analyses.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-14).
