About the Position: The Alaska District is seeking to fill a Program and Reports Specialist position located in the FUDS/NALEMP Section. An ideal candidate will have strong interpersonal skills, experience in management information systems data analysis, and possess an in depth knowledge of developing, implementing, coordinating, and maintaining Automated Information Systems for accomplishing reporting functions.
Duties
Exercises program responsibility for development, preparation, and implementation of AIS objectives, policies, program plans and projects for supported Program and Project Engineers.
Interprets, develops and implements AIS databases including, but not limited to, general program requirements, reporting procedures, and control.
Acquires required data element values for input into FUDMIS and/or P2 for all assigned projects authorized for environmental, design, or construction in the Alaska District.
Prepares financial closeout reports, special studies, and transfer documents which track project funding status, project completion dates, owner acceptance, and inspection dates.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a level 2 Financial Management Certification within 24 months of entrance on duty.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized experience for GS-11: one year of experience which includes using automated financial accounting, scheduling and budgeting business management systems; creating and maintaining spreadsheets, performing data quality control, and communicating financial data and information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-09.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Project Management, Business Management.
OR
Combination of Education and Experience: A combination of education and specialized experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 2 years (36 semester hours) by 18. Add the 2 percentages. Note: For the purpose of qualifications, 1 full year of graduate education is equivalent to 18 semester hours.
