As the Aircraft Operations Maintenance and Quality Branch chief you will be responsible for leading a team of maintenance and quality assurance civil servants. You will be responsible for the aircraft operations division's maintenance and quality programs. You will provide oversight of the contractor responsible for aircraft maintenance and quality. This position requires an advance level of experience in aircraft maintenance in order to support operations and mission objectives.
Duties
Manages the Aircraft Operations Division (AOD) Aircraft Maintenance and QA Branch.
Evaluates the organization and employee accomplishments; presenting and defending organization and employees work to AOD management.
Recommends employee promotions and recognition; approves leave; implements performance modifications and takes corrective actions as appropriate.
Develops, organizes, administers, evaluates, and/or coordinates a comprehensive aircraft Quality Assurance (QA) Program for AOD in specialty areas such as, Acquisition; Maintenance and Manufacturing; Supply; and/or Staffing.
Participates in fact-finding and negotiation of contracts and contract changes. Recommends or specifies appropriate levels of aircraft quality control for inclusion in contracts.
Defines critical system elements and product quality characteristics and ensures adequate controls over materials, sources, and manufacturing.
Participates in aircraft production, engineering, and other activities in developing plans and procedures for assuring aircraft quality and reliability of products.
Provides oversight of the contractor aircraft maintenance operations. Provide guidance on expected aircraft maintenance objectives and outcomes.
Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Requirements
- A one-year supervisory probationary period may be required.
- Position subject to pre-employment background security investigation.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Managing a team of aircraft maintenance and quality assurance employees; Providing tasking and monitoring of work products;
Providing oversight and guidance to contractor aircraft maintenance and quality control workforce; Evaluating contractor performance and providing monthly feedback;
Providing technical oversight over the maintenance and quality operations of a fleet of aging aircraft.
