In this position, you will serve as a Program Specialist within the Infrastructure Assessments and Analysis (IAA)'s Resilience Services Branch. This team supports the Infrastructure Security Division (ISD)'s mission by developing and promulgating integrated capabilities for asset and regional security and resilience assessment and methods to incorporate resilience concepts into local and regional planning processes.
Typical work assignments include:
Planning, facilitating, and executing the development and implementation of security and resiliency assessment projects on behalf of DHS;
Conducting special studies of program functions and work processes;
Coordinating with other federal programs that provide funding for resilience, mitigation, response, and recovery activities to maximize the effectiveness of these resources to build resilience both pre-disaster and post-disaster;
Collaborating with Federal, State, Local, Tribal, and Territorial (SLTT) partners, private sector stakeholders, and other partners in the development, testing, and deployment of planning and assessment capabilities;
Applying the concepts of security and resilience to projects involving predisaster planning and assessment, and post-disaster response and recovery in support of DHS/CISA responsibilities across these domains;
Remaining knowledgeable of important issues related to security and resilience assessment, evolving needs from regional offices, SLTT, and private sector stakeholders, and research results from the academic community;
Performing the duties of Project Manager (PM) organizing work, setting priorities, and determining resource requirements; determining short- and long-term goals and strategies to achieve them; coordinating with other organizations or parts of the organization to accomplish goals; and monitoring progress and evaluating outcomes;
Working with internal CISA partners and external organizations to design, develop, and deliver training to build capacity among regional office personnel, Protective Security Advisors (PSA);
Represents the agency by speaking publicly on behalf of the organization during stakeholder meetings, at subcommittees and working groups, external conferences and briefings, interagency meetings, and other forums, including presenting findings of projects, conducting outreach, etc.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying.
GS-13
You qualify for the GS-13 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-GS-12 grade level (or equivalent) performing the following duties:
Experience utilizing visualization platforms such as ArcGIS, Power Bi, concepts and methodology on security and resilience projects;
Direct work experience leading regional and community infrastructure security and resilience projects;
Experience evaluating infrastructure security needs of regional, State, Local, Tribal, and Territorial (SLTT) partners, and private sector stakeholders;
Presenting findings, options, recommendations, security briefings, after action reports, project papers, trainings and information sessions to varied audiences including senior officials, State, Local, Tribal, and Territorial (SLTT) partners, and private sector stakeholders.
