This position is located within the Forest Service, International Programs,Disaster Assistance Support Program (DASP), USDA, and Forest Service. The DASP is a cooperative program between the USDA Forest Service and the US Agency for International Development, Bureau of Humanitarian Assistance (USAID/BHA).

Duties
Monitors incipient and current disasters in assigned region, country, or technical area, and responds to disaster declarations from U.S. Ambassadors and Chiefs of Mission worldwide.
Serves on USAID/BHA's response teams in leadership roles. Provides oversight, guidance, and direction to staff on response teams deployed internationally, as well as response staff based in Washington, D.C
Stands ready to activate for BHA Response Management Teams, reporting to a Response Operations Center in a secure location requiring secret clearance, or Disaster Assistance Response Teams deployed in the field.
Serves as a technical expert, leader, and resource for Disaster Operations
Knowledge of civilian international humanitarian response arena, including principles, programs, field operations, leadership structures, implementing organizations and coordination mechanisms, in order to plan and execute robust strategies.
Ability to perform expert liaison activities, exercise tact and diplomacy when dealing with, and maintain close relationships and interactions between all interested organizations and parties.
Evaluate programs worldwide related to disaster response, food assistance, and humanitarian relief assistance.
The development of ideas, concepts, and methodologies for new or revised policies and systems related to disaster response, food assistance, and humanitarian relief assistance.
Requirements
- Must be a U.S. Citizen or National.
- Males born after 12-31-59 must be registered for Selective Service or exempt.
- Subject to satisfactory adjudication of background investigation and/or fingerprint check.
- This position is subject to a medical monitoring program. Specifically, the incumbent must obtain and maintain a medical clearance from the U.S. Department of State for worldwide international travel.
- Must possess or be able to obtain a Secret security clearance.
- Must possess or be able to obtain a Secret security clearance.
- Obtain and use a government-issued charge card for business- related travel.
Qualifications

For the GS-14: You must have one year specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as majority of the following: Serving as a program manager in the civilian international humanitarian assistance arena, including experience in the areas of disaster and emergency response operations for disaster response, civilian humanitarian crisis assistance, or recovery interventions; evaluating programs worldwide related to disaster response, food assistance, and humanitarian relief assistance; contingency planning, advocacy and coalition building related to civilian humanitarian assistance in complex humanitarian environments overseas.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
