This position is located in the Veterans Experience Office under the Office of the Medical Center Director at the Jesse Brown VA Medical Center, Chicago, IL. This position provides program analysis, planning, evaluating, and/or improving the effectiveness of Veterans Experience Office (VEO) program operations and/or evaluation of its technical policies.
Duties
Duties include the following:
Provides operational and administrative program management to support the VEO's organizational needs with the objective for improving experiences, implementing best Patient Experience practices, and guiding service recovery.
Performs evaluation of programmatic or business operations to aid the Veteran/Patient Experience Program Manager.
Evaluates existing internal processes and procedures, drafting proposed findings and recommendations to administrative systems, legislation, and regulations to promote efficiency.
Assists the VEO to lead, coordinate, and manage the improvement, support and strategic initiatives for patient experience efforts.
Develops and leads experience initiatives and innovative practices using organizational surveys, data management, analysis and healthcare ratings.
Analyzes program-related data and identifies and analyzes program or policy issues using quantitative data.
Identifies data requirements for effective program evaluations, monitors program trends through analyses of statistical data, designs statistically valid surveys, questionnaires, and data analyses techniques to evaluate programs.
Develops, leads, and manages patient experience office initiatives and projects based on data and analysis collected and representative of the voice of the Veteran.
Supports proactive patient experience training nd initiatives.
Develops and maintains databases to provide reports.
Performs other related duties as assigned.
Work Schedule:Monday-Friday 8:00 AM to 4:30 PM

Qualifications
To qualify for this position, facility applicants must meet all requirements within 30 days of the closing date of the announcement. Non-facility applicants must meet all requirements by the closing date of this announcement. 01/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience GS-12: One (1) full year of specialized experience that equipped the applicant with the particular knowledge, skill, and abilities to perform successfully the duties of the Management and Program Analyst and is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization (GS-11). Examples of specialized experience include: Knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness and management processes; comprehensive knowledge of the requirements of healthcare delivery systems, policies, processes, and procedures; knowledge of administrative laws, policies, regulations and precedents applicable to the administration of public programs; conduct analytical studies and projects relative to changes in the delivery of healthcare; skill in oral and written communications to deliver briefings and provide written reports to top level management; skill in networking and relationship building; and experience building a culture of patient-centeredness consideration.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
Working Conditions: The work is typically performed in an adequately lighted and climate-controlled office.
