This position is located in the Fiscal Service at the Ralph H. Johnson VA Medical Center. The incumbent of this position performs a variety of complex financial advisory and accounting duties, utilizing a professional knowledge of accounting principles and procedures 'in carrying out assignments.
Duties
Duties include but not limited to:
Responsible for coordinating work between the VISN 7 Centralized Accounting Unit and the medical center as well as work between the Accounting section and other sections/services of the medical center.
Makes the necessary determination as to the proper accounting, statistical, or fiscal/administrative procedures and techniques that will be employed to meet customer expectations.
Provides leadership support to subordinate Accounting staff.
Participates in, supports and provides training and communications supportive of all EEO program objectives and provides a role model for all customer contacts.
Evaluations of program operations and other work performance type reports; providing both financial and non-financial (workload) data to key officials at all levels of management for the purpose of helping to achieve the most effective program and financial management.
Assisting management in applying accounting, budget and financial data and recommending alternatives to resolve difficult problems, evaluating the reconciliation of subsidiary ledger, balances and the control account balances in the general ledger.
Preparing procedural instructions for the development or implementation of automated accounting, budget and financial systems.
Conducting financial and operational analyses, audits, and/or investigations of major programs and/or systems.
Executes the organizational structure of the service and defined by the CFO.
Serves as the Acting Assistant CFO having responsibility for the full range and scope of Assistant CFO duties during the absence of the Assistant CFO.
Responsible for the activities of the employees that he/she directly supervises leave approval, performance management, planning and establishing service activities and a full range of supervisory functions.

Work Schedule: Monday-Friday 8:00 am.- 4:30 pm.

Time-In-Grade Requirement GS-11: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: ability to formulate and produce a variety of accounting, budgetary and financial reports; ability to provide both financial and nonfinancial data to key officials at all levels of management; skill in the evaluation of program operations and other work performance type reports; knowledge of performance management/ supervisory functions (leave approval, disciplinary action, training, selection/ termination of staff, developing/revising position descriptions and performance standards, setting priorities, training employees, etc. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have (TRANSCRIPTS REQUIRED) You must possess a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond (TRANSCRIPTS REQUIRED): You must possess combinations of successfully completed graduate education and specialized experience directly related to the work of the Supervisory Financial Management Specialist position, which may be used to meet the experience requirements for GS-11 position.

Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
