This GS-7 position is a developmental level position leading to the full performance level of a GS-9.In a developmental capacity, the incumbent will be responsible for performing the full range of duties that generally conform to those given in the full performance level position description. As the Financial Administrative Specialist, the incumbent is responsible for assisting in the day-to-day activities in Finance.
Duties
Major duties include but are not limited to:
Provides oversight of the administration of the day-to-day activities in the Finance Service
Defines administrative requirements and provides advice of the leadership of the service on related issues.
Uses own initiative in developing procedures which will increase the general flow of information and overcome barriers in the administrative process.
Provides substantial input into policies and action plans to ensure finance is in compliance with VA Central office (VACO), VISN, Office of Finance and other entities as appropriate regarding all phases of performance improvement and quality management programs.
Carries out administers or advises on financial work concerned with assuring the quality of business processes and delivery of services.
Recommends plans to improve efficiency of processing actions and solutions to eliminate recurrence of unfavorable conditions.
Performs and advises on process improvements.
Interacts frequently with VA Healthcare System Management and personnel, VACO, VISN and community partners.
Attends briefings on behalf of Chief Financial Officer (CFO) or Assistant Chief Financial Officer (AFO) in their absence.
Advises the CFO and other finance supervisor regarding procedures, laws, regulations and policies.
Coordinates the Human Resources Management Program for Finance Service.
Performs and oversees all aspects of Human Resources processes including position description consultation, developing announcement packages.
Advises the CFO and other Finance supervisor regarding Workforce Diversity, Recruitment, Merit Promotion, Employee and Labor Relations, Employee Career Development, Human Resources Training and other Human Resource related activities.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience coordinating and implementing all the administrative activities of the service; experience providing accounting, budget, travel and other financial support for a variety of the most complex accounts; experience providing oversight of the administration of the day-to-day activities in the Finance Service; (This experience must be supported by your resume to be creditable.). OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of graduate level education or superior academic achievement. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond only graduate education in excess of the amount required for the next lower grade level.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is primarily sedentary. May be required to lift and move files/printouts.
Work Environment: The work is performed in an office setting.
