The primary purpose of the position is to serve as the Transportation Assistant and properly administer VA travel policies as they apply to Veterans Beneficiaries Transportation. This position will operate within the Medical Administration Service (MAS) located at the G.V. (Sonny) Montgomery VA Medical Center with several Community Based Outpatient Clinics. This position is a Transportation Coordinator at the facility level and acts as primary contact to Veterans for transportation needs.
Duties
Major duties include:
Determine eligibility for and authorizes at government expense, travel benefits and/or their attendants.
Arrange transportation for or performs other actions in connection with the movement of Veteran beneficiaries by government or commercial means. He/she will arrange transportation for eligible beneficiaries so they may obtain transportation at government expense.
Arrange travel from basic information from the traveler, such as preparing itineraries using a combination of carriers and/or private vehicles and special modes of transportation via most economical route.
Arrange, coordinate, and prepare authorizations for travel by taxi and/or other hired vehicles.
Maintain information for and prepares budgetary and statistical reports.
Cancel unused vouchers against authorizations for accuracy prior to preparing certification tor payments.
Investigates vouchers submitted by transportation vendors on which there was no prior authorization to determine possible extenuating circumstances justifying authorization of payment.
Collate incoming data from a variety of sources, reviews documents, reports and/or applications for omissions and inconsistencies and ensures data entry is complete and accurate.
Interact with various other transportation services such as Emergency Medical Service (EMS), Volunteer Transportation Network (VTN), Disabled American Veterans (DAV), Veterans of Foreign Wars (VFW) etc., and other transportation providers.
Assist the Mobility Manager in planning and directing programs that provide VTS support service functions.
Plan and provide support services in the following types of program areas: electronic records management: driver and scheduling setup. He/she will provide advisory services to the Mobility Manager regarding the requirements and implications of the office services provided.
Attend and complete scheduled training sessions and participates in facility or service level safety promotions as directed by supervisor.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/03/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Meet and deal effectively with a wide variety of staff from many educational and skill levels; prepare and produce written instructions, and a variety of correspondence; experience in the use of Microsoft software and other software programs; consult management, scheduling admissions, discharge, transfer, and administration with patient processing; and manage emergency situations. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years of education above high school in any field for which high school graduation or the equivalent is the normal prerequisite. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience and specialized experience to meet total qualification requirements at the GS-5 level. (TRANSCRIPT REQUIRED).
Driver's License Requirement: Must possess a valid state issued driver's license to operate a motor vehicle. (Please do not submit a copy of your license with your application package. You will be required to show your valid driver's license at the time of your interview.)

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The position is exposed to stressful working situations that will require a mature attitude and collective reasoning to overcome. This position is subject to a great deal of stress because of the high volume of work, the need for accuracy, frequency of interruptions, and ever changing demands due to program changes.
