THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION THAT REQUIRES MILITARY MEMBERSHIP. This National Guard position is for a FLIGHT OPERATIONS SPECIALIST (2), Position Description Number PDD0671000 and is part of the Mississippi National Guard.

Duties

As a FLIGHT OPERATIONS SPECIALIST (2), GS-2102-8, you will cconduct preflightbriefings for pilots and provide in-flight advisory services. The AASFor AAFA provides flight services and mission briefings which arerelatively small in number i.e. well below 75,000 and 25,000 DUTIES AND RESPONSIBILITIES: 1. Conducts preflight pilot briefings in accordance with NationalGuard regulations and directives. Briefs pilots on mission, aircraftand flight plan. Briefs and provides pilots with information onmission restrictions; on-route navigational facilities and equipment,hazards and terrain; weather forecasts; notices to airmen (NOTAMS) anddeviations to flight plans when required. Is responsible for assuringpilot and crew are qualified in aircraft to be flown and for type ofmission to be performed. Is responsible for completion of riskanalysis projection. Determines when flight requires higher levelapproving authority. As flight approving official, signs briefingdocuments upon completion of mission preflight briefings. Makesrecommendations to pilot-in-charge when flights should not beattempted. Conducts post mission debriefs. Provides flight followingservices for all local and maintenance test flights. Responsible fordirect voice communication with aviators in flight to transmit andreceive information such as flight plan changes, weather advisories,NOTAMs, other aeronautical information and data affecting safety offlight. 2. Processes extended and local clearances, including examinationfor conformance with flight rules and regulations. Processes, clearsand transmits flight plans and flight progress messages to appropriateagencies (FSS, ACT tower, ARTCC) which may require use of service Bequipment. Responsible for initiating search and rescue for overdueaircraft and implementing the crash rescue plan in the event of anaircraft accident. 3. Prepares, maintains and files records, charts, graphs, andreports allied to flight operations and flight training activities suchas aircraft utilization reports, aircrew information reports,individual flight records, notice to airmen (NOTAM) file and airfielddata. Compiles and summarizes reports for analysis through the use ofa computer system and peripheral equipment. Maintains and accounts foraircrew training records, medical recommendations, aeronautical orders,physiological training, and aviation service data. Maintains arrivaland dispatch records for inbound and outbound aircraft. Schedules anddispatches assigned aircraft and aircrews. Serves as the SyntheticFlight Training System (SFTS) coordinator by scheduling and providingnecessary administrative support for aviator training. 4. Maintains current file of aircraft flying regulations andnavigational information such as radio facility carts, instrumentapproach procedure charts, aeronautical charts, Airman's InformationManual (AIM), airport directory, location identifiers, ATC proceduresmanual and Army Flight Information Publications. 5. Supervises on-the-job training of unit flight operationspersonnel performing equivalent training or accomplishing a split unittraining assembly at the facility. 6. Performs other duties as assigned.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. ILITARY MEMBERS WITH BONUSES: Upon acceptance of a military technician position military members who are currently receiving a military Reenlistment/Extension Bonus (REB) or GI Bill-SR Kicker may lose incentive eligibility and may be subject to termination or suspension of incentive (includes indefinite and temporary technicians on assignment for more than 180 days in any continuous 12-month period). General Experience: Must have experience, education, or training interpreting, explaining, and/or applying basic rules, regulations, policies, and procedures of a transportation program. Experience using computer and automation systems. Specialized Experience: Must have at least 18 months experience, education, or training arranging and interpreting directives and regulations governing transportation of personnel, cargo or freight. Experience applying directives and regulations governing transportation of personnel, cargo or freight. Experience verifying legal entitlements or official authorizations for travel, securing from carriers guides and timetables, information regarding schedules, fares, and availability of space accommodations. Experience planning and organizing the work of others. NOTES TO CANDIDATES: a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor. b. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment. c.
