The primary purpose of this position is to advise senior leaders, peers and colleagues on difficult problems, conducts special studies as a wing representative, and proposes options and alternatives in the same capacity.
Duties
Researches, interprets, analyzes and applies lean thinking principles, wing material management and administrative policies and regulations.
As the recognized Wing technical authority in CI2, serves as Black Belt coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members.
Represents Wing Airmen by serving as a confidential advisor to wing leaders on feedback received from all levels within the wing.
Responsible for enterprise strategic communication and Air Force Instruction (AFI) compliance.
Requirements
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, GS-0343, Management and Program Analysis Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes experience to lead the stand up, execution, and continuous improvement of a workforce gap analysis and planning capability, and to champion the development of the current workforce through awareness, apply qualitative and quantitative methods, advocacy, strategic planning, creation, execution, quality process improvement and oversight of a range of development and broadening opportunities and initiatives.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge and skill in applying qualitative and quantitative techniques to the identification, consideration and resolution of issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations.
2. Knowledge of CI2 techniques such as Lean Six Sigma qualitative and quantitative methods for process improvement projects and innovation assets, design thinking and pitch development for innovation projects.
3. Skill in applying analytical and evaluative methods and techniques to a broad range of functional areas related to CI2.
4. Skill in certifying trained Green Belt Practitioners to certified level and conducting interviews with all levels of individuals to obtain information about organizational missions, functions, work procedures and develop innovative and feasible solutions to complex issues.
5. Ability to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across the wing to present and recommend solutions in a logical, cohesive format.
6. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy and diplomacy.
7. Ability to obtain and demonstrate training principles, techniques, and tools to instruct, evaluate, and make recommendations to improve training/course content.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
