About the Position: Perform as a Staff Accountant for both integration and funds control and providing comprehensive financial management/accounting advice and recommendations to customers throughout the HQ SOUTHCOM network. This position is assigned to the Resources & Analysis Directorate, Financial Management & Comptroller Division, USSOUTHCOM, Miami, Florida.

Duties

Implement, monitor, and report program performance measurements that will aid in the use of government resources effectively and efficiently. Apply internal control programs and their related requirements for Army Audit Readiness to ensure they are followed by assigned organizations. Develop and promulgate financial and accounting policies, procedures, and systems requirements. Interpret DoD and HQDA financial management policy and provide guidance to HQ SOUTHCOM staff elements and subordinate command, to include developing and publishing Financial Management directives and procedures. Perform integration and funds control to provide comprehensive financial management and accounting advice throughout the HQ SOUTHCOM network. Utilize various systems (e.g., General Fund Enterprise Business System (GFEBS), Wide Area Work Flow, Defense Travel System) to prepare, monitor, and analyze data reports. Provide professional managerial accounting advice and assistance to HQ SOUTHCOM and program managers. Participate in formal briefings or equivalent meetings to provide accounting advice and assistance when needed.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret Clearance.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • This position may require Travel away from duty station (TDY) up to 25% of the time.
  • This is a Financial Management Level 2 Certified position designated as such IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position.
  • Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • This position requires DoD Security Cooperation Workforce (SCW) Certification. The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) Basic level within 1 year.

Degree: A bachelor's degree (or higher degree) in accounting, or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (Note: You MUST attach a copy of your transcripts.) OR B. Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirement listed below: Specialized Experience: One year of specialized experience which includes the following: Demonstrated experience in the application of accepted accounting principles, practices, and procedures to resolve a variety of financial management systems problems; analyzing and reporting trends of performance measurements of the effectiveness and/or efficiency of financial operations; using financial management programs such as General Fund Enterprise Business System (GFEBS) to consolidate data and pulling reports; participating in briefings to provide financial management and accounting advice to all levels of organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
