This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The incumbent must be a licensed pharmacist responsible for the development, organization, and management of all aspects of the outpatient pharmacy and controlled substance pharmacy program to ensure that the Pharmacy Service is compliant with all VHA and DEA regulations. This responsibility includes providing direct oversight and accountability for the effective functioning of the Inpatient and Outpatient Pharmacy vaults. The incumbent will also be responsible for the management and coordination of comprehensive pharmaceutical ambulatory care activities of the Miami VA Healthcare System and have supervisory responsibility for pharmacists and/or technicians assigned to the Outpatient Pharmacy. Duties Include: Responsible for assessing, planning, and evaluating the controlled substance pharmacy program to ensure that all VA and DEA regulations are followed with proper coordination between the delivery of pharmaceutical services and the overall delivery of health care. Supervises pharmacist and/or technicians working in the pharmacy department. Assists in writing and evaluating position descriptions, functional statements and performance standards of pharmacy personnel working in the Pharmacy vault to assure completeness and applicability of jobs performed. Assists in interviewing pharmacist and technician applicants, to determine their suitability for vacancies. Works with the Pharmacy Supervisors to ensure appropriate tours of duty and that annual leave are planned and approved timely, to accomplish workload in a manner compatible with good management practices. Closely monitors leave schedules to identify problems that would impact upon the daily operation. Applies recognized safety standards according to OSHA and VHA guidelines. Helps formulate final decisions in planning, organizing, directing and evaluating the entire operation as it relates to controlled substances in order to maintain efficiency. Assists in sound fiscal management for cost savings. Manages all aspects of the controlled substance and pharmacy programs to include policy development, quality resources, and specialty functions unique to the program to optimize cost effectiveness (budget) and patient outcomes. Effectively organizes workload, directs outpatient activities, plans short and long range objectives/goals, solves problems, and achieves established goals within budget and staffing constraints. Works with Pharmacy Supervisors, Associate Chief, Pharmacy Service, and Chief, Pharmacy Service to direct an effective and efficient controlled substance and outpatient pharmacy program in adherence with all VA and DEA regulations. Performs the functions of the position independently and resolves all problems involving the controlled substance and outpatient pharmacy program. Trains and ensures that all pharmacy personnel working in the pharmacy vaults are following all procedures in VA controlled directives, including VHA Handbook 1180.01 and 1180.02, the Code of Federal Regulations (CFR), in addition to all Medical and Service policies governing the purchasing, ordering, secure storage, dispensing, administrative, and distribution of controlled substances. Responsible for inventory control of all controlled substances in the Pharmacy vaults. Ensures that a total inventory count is conducted and supervised by a pharmacist as needed per VHA guidelines. Assists with the Medical Center's Controlled Substances Biennial Inventory and assists the Controlled Substance Coordinator/Inspector(s) with monthly inspections. Basic Requirements: Citizenship. Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.) Education-(Transcripts Supplied) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/.(NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC)Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination(FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure-(Submitted). Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. § 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification. Physical Requirements. See VA Directive and Handbook 5019. English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Grade Determinations: In addition to the basic requirements for employment in paragraph 2, the following criteria must be met when determining the grade of candidates. GS-13 Pharmacy Supervisor Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. Assignments. Candidates at this grade level are to be in one of the assignments listed below. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Pharmacy Supervisor. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. Pharmacists assigned to this position must demonstrate the following KSAs: a. Ability to effectively supervise subordinate staff. b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. c. Expert understanding of regulatory and quality standards pertaining to pharmacy. d.
