About the Position: Serve as a Program Analyst for the U.S. Army Corps of Engineers, Great Lakes and Ohio River Division (LRD). Position may be filled in one of the 7 LRD District locations or LRD Headquarters in Cincinnati, OH. Position may be filled as a temporary promotion or temporary reassignment NTE 1 year by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of 5 years and may be made permanent without further competition.

Duties

Assist Appropriations Managers and Business Line Managers with program budget development and execution for the Civil Works Mission of the Great Lakes and Ohio River Division (LRD). Assist Division staff in providing staff oversight and quality assurance of subordinate districts concerning the programming of Investigation (GI), Construction (CG), Operations and Maintenance (OandM) and other funds. Prepare detailed analysis of estimates submitted to assure their consistency, accuracy, and adherence to instructions. Provide advice and assistance to districts in the development and electronic submission of budget and program data. Develop special reports in response to program exercises and specific HQUSACE requests. Prepare unique reports to identify program concerns based on leading indicators, lagging indicators based on obligation performance, unobligated carry-out projects, variations in schedule from baseline data, trending information and milestones.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes assisting with the formulation and execution of civil works and other appropriations; perform program or project budgeting and funds management techniques; and communicate goals and objectives orally and in writing. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
