This position is part of the, US Trade and Development Agency. The incumbent serves as the principal advisor to the Director and Deputy Director on workplace Diversity, Equity, Inclusion, and Accessibility (DEIA), to include addressing the provisions of E.O 14035 "Diversity, Equity, Inclusion, and Accessibility in the Federal Workforce," regulations and guidelines promulgated with the Equal Employment Opportunity Commission (EEOC), and other related legal and programmatic requirements.
Duties
Builds and manages the Agency's DEIA Program, establishing plans for implementation of programs and policies.
Drafts, recommends, and implements innovative strategies, policy/program guidance, and methods to expand DEIA awareness and outreach including recruitment, workplace culture, employment opportunities for targeted groups.
Integrates DEIA laws, regulations, policy directives, and best practices into operational decision-making.
As EEO Director, ensures appropriate training of counselors and staff members in accordance with Federal requirements.
Serves as the Agency's POC on DEIA-deliverables, responding to reporting requirements and ad hoc requests from OPM and EEOC.
Establishes, maintains, and leverages productive partnerships with counterparts in other Federal agencies, academic institutions, and other DEIA stakeholders.
Prepares and presents oral and written information related to EEO and DEIA matters.
Qualifications
At the GS-13 level, you must meet the following qualifications:
One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes: experience in EEO laws and regulations, policies, principles, and processes to better enable formulation of program initiatives, plans and strategies to recognize and resolve DEIA workplace challenges; experience with DEIA related issues across an array of social identity domains (e.g., race, ethnicity, gender, gender expression, age, sexual orientation, disability status) to develop, and implement DEIA-related programs or initiatives to bring about organizational change; experience in receiving and analyzing information from others, and persuasively address concerns to ensure professional credibility, to gain the understanding and support of those individuals.
At the GS-14 level, you must meet the following qualifications:
One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes: experience building, implementing and managing an EEO program that included developing and/or managing strategic plans, goals, policies, and procedures to recognize and resolve DEIA workplace challenges; experience designing and implementing DEIA program communication strategies, approach, and plans to ensure agency goals and influence organization culture; experience providing training at all levels on EEO and DEIA policy; experience conducting trend and benchmarking analysis on Human Resources methods and other program/organization processes for optimization of DEIA; experience providing guidance and direction to cross-functional teams to break down barriers against DEIA.
