The VA Northeast Ohio Healthcare System is recruiting for a Communications Specialist. The Communications Specialist will function within Patient Care Administrative Service (PCAS).
Duties
The Communications Specialist is Supervisory and serves as the MyHealtheVet change agent coordinator for the Patient Care Administrative Service (PCAS)
Plans work to be accomplished by subordinates, set, and adjust short-term priorities, and prepare schedules for completion of work.
Assigns work to subordinates based on priorities, consideration of the difficulty of work and capabilities of employees.
Evaluates work performance of subordinates.
Interviews candidates for subordinate positions, recommend appointments, promotions, and reassignments.
Recommends awards and bonuses for non-supervisory employees and changes in position descriptions, subject to higher level approval.
Directs, controls, and coordinates activities in line evaluates overall achievement for adherence to quantitative and qualitative standards.
Assures timely and accurate completion of all assignments.
Drafts, reviews and/or responds to all correspondence as it relates to suspense's and other related polices.
Develops and or revises station-wide program policies and procedures, based on VA, VHA, VISN directives, and management recommendations.
Identifies system inefficiencies and develops studies or data collection techniques related to specific identified problems.
Coordinates ongoing data collection and performs analysis to determine optimal organizational performance.
Develops and implements local performance measures as needed to assess the status and determine areas targeted for improved effectiveness and efficiencies.
Answers calls and troubleshooting questions from Veterans, speaking with providers about the MHV program, assisting in completion of release of information forms.
Manages the multi-disciplinary teams at the VANEOHS and works with providers to accept MyHealtheVet.
Provides program training to providers at the VANEOHS as it relates to the MyHealtheVet program.
Utilizes performance indicators or other established evaluation and audit techniques to monitor facility compliance and to identify improvement opportunities associated with the Performance Measures/Performance Improvement program.
Analyzes functional clinical and business process changes or impact to clinical guidelines in terms of policies, procedures, and user behaviors.
Identifies problems and applying analytical techniques for the purpose of resolving issues.
Works with the Executive Leadership Committee, VANEOHS Leadership and the Public Affairs Officer to ensure proper communication about the programs to the Veterans.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service.
Applicants who were previously selected under a Competitive Delegating Examining Unit (DEU) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service.
In addition to the qualification above you must also have:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: General Arts and Information requiring professional clerical and technical work in communication; utilizing various applications and programs; ability to communicate through Secure Messaging (SM), Vetext, VA Online Scheduling (VAOS), Veteran Appointment Request (VAR), Cisco telephone system and the Telephone Operator section; creative writing, editing, language ability and the ability to evaluate, analyze and interpret information for bulk printing and mailing; data collection; revise station-wide program policies and procedures; maintain records, prepare projects; administrative and statistical reports; assure compliance with review of processes and monitor compliance with communication program requirements; Formulate marketing strategies from research, reports, products, and organizational data.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is usually performed sitting at a desk, in news conferences, briefings, meetings, etc.; or riding in an automobile or public transportation. There may be occasional brief visits to industrial or construction sites, national parks or forests, military equipment test sites; however, no special physical demands are involved in performing the work.
