About the Position: The incumbent will work for the Cleveland Recruiting Battalion in the Advertising and Public Affairs section and will be responsible for developing modern and engaging content to support the battalion's engagement strategy for reaching its internal and external audiences as part of the recruiting mission for the U.S. Army and Army Reserve.
Telework may be available.
Duties
Develop modern and engaging multimedia content that promotes public awareness of the organization and supports the recruiting mission using appropriate virtual communication tools to reach the intended audience.
Utilize multiple social media platforms as well as social media management tools to convey information and publicize the organization's mission.
Monitor Army recruiting social media pages throughout the specified unit for appropriate professional content and provide feedback and advice to page managers based on analysis of the content's effectiveness.
Write a variety of articles and social media posts conveying information and clarifying the Agency operations, programs and activities to specialized audiences and the general public.
Produce quality stories, photos, graphics and video products that educate the intended audience about Army opportunities and benefits and corrects misperceptions about service.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience:One year of specialized experience which includes applying new and innovative tools, programs, systems, software, services, and social media industry trends to maintain an organization's currency and relevance with social media efforts and strategies (i.e. Khoros, Hootsuite, Buffer Likeable Hub, or Social Pilot); Creating multimedia tools for social listening, social analytics and social engagement while managing the social media program of a brand/product; Utilizing various social media platforms to promote a brand/product (i.e. Facebook, YouTube, WeChat, Instagram, QQ, QZone, Weibo, Twitter, Tumblr, Telegram, Baidu Tieba, LinkedIn, WhatApp, LINE, Snapchat, Pinterest, Viber and VK, reddit, bbm and others); Advertising through social media tools by creating and posting articles, graphic design, photos, and videos. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as Social Media, Public Relations, Communications, Journalism, and Marketing. Degree/education program must include or be supplemented by 24 Semester Hours of the following courses or similar courses: Social Media Data Analytics, Digital Consumer Behavior, Digital Content Strategy, Fundamentals of Digital Marketing, Social Ads 101, Content Marketing, Multi-media Advertising, Marketing Strategy, Digital Marketing, Digital Communications, Photo and Video Editing, etc.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
