This position is located at Office of the Inspector General for Tax Admin, Office of Communications, reporting to the agency Front Office. As a Public Affairs Specialist (Congressional and Media Relations Specialist), you will communicate information to congressional, media, and other external stakeholders regarding TIGTA's efforts in seeking economy and effectiveness in Internal Revenue Service (IRS) programs, as well as in fighting fraud, waste, abuse, and misconduct within IRS.

Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Public Affairs Specialist (Congressional and Media Relations Specialist), you will: Establish and maintain working relationships with Congressional committees and staffs. Ensure timely delivery of audit and evaluation reports and other public released materials to relevant congressional stakeholders. Arrange and attend staff briefings and committee hearings, as needed. Respond to information requests from the news media and specialized and general publics on the organization's program in written and oral form. Assist in the direction of special events, ceremonies, tours, and other activities intended to develop interest in agency programs. Coordinate visits from international organizations interested in learning about TIGTA's audit and investigative functions.

You must meet the following requirements by the closing date of this announcement. Specialized Experience for the GS-13 grade level is one year (52 full weeks) of experience at the GS-12 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience for this position includes: - Planning, designing and executing a Congressional/Legislative program to convey information on Agency or Organization programs; AND - Establishes and maintains working relationships with congressional committees and staff; AND - Manages agency response to congressional requests and agency participation in congressional hearings pertaining to Agency or Organization's program; AND - Monitors and reports on pending legislation and keeps informed on all matters affecting agency programs and analyzes new developments for Congressional and Legislative affairs implications. Specialized experience for the GS-12 is defined as one year of experience at the GS-11 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes: - Experience in executing a Congressional/Legislative program; AND - Experience working relationships with congressional committees and staff; AND - Experience in coordination, implementation, and evaluation of an organization's congressional/legislative program; AND - Experience in designing, developing, writing and editing professional communication products; (e.g. congressional responses, speeches, press releases); AND - Assisting in the development and implementation of Congressional/Legislative initiatives, including communicating the principles and techniques that relate to the public affairs of an organization. Specialized Experience for the GS-11 grade level is one year (52 full weeks) of experience at the GS-09 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience for this position includes: - Experience in assisting with coordination, implementation, and evaluation of an organization's Congressional/Legislative program; OR - Experience in writing and editing professional communication products; (e.g. congressional responses, speeches, press releases); OR - Communicating principles, methods and techniques that relate to the public affairs of an organization. OR You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related OR You may qualify by a combination of experience and education. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
