About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Leavenworth, KS - roughly 20 miles northwest of Kansas City. Built in 1827, it is the second oldest active United States Army post west of Washington, D.C.

Duties

Performs Personnel Security Clearance duties for Command. Ensures development and dissemination of standard information technology security procedures and protocols governing network/automation operations. Advises security officers/managers on information security policies and requirements. Develops and conducts security awareness briefings. Performs full range of Information Security Program functions. Completes inspection reports, recording required/recommended actions to correct identified problem areas. Evaluates security impact of system(s) changes, including interfaces with other automated systems. Participates in certification and accreditation studies, special projects, and analysis of recurring problems relating to local operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Employee must be able to obtain and maintain a Top-Secret security clearance based on an SSBI with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • There is a known requirement of Temporary Duty (TDY) travel of 15%.
  • This position is designated as a KEY position, meaning the position cannot be vacated during war or a national emergency without seriously impairing the mission.
  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program. For more information, see note below in Additional Information.
  • Two year trial/probationary period may be required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1. Experience managing personnel security automated systems and informing personnel of their security clearance status upon completion of, or during an ongoing investigation. AND 2. Experience initiating, processing, reviewing and approving security clearance requests and clearance packets to ensure accuracy and completeness. AND 3. Experience safeguarding classified information including advising on the classification, declassification, and protection of classified and other sensitive information and conducting inquiries/investigations of security violations involving classified information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. OR A Ph.D or equivalent Degree that is closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as National Security Studies, Political Science, International Relations/Foreign Affairs, Geography, Security Management/Administrations, Criminal Justice, Psychology, History, or Law. (NOTE: Transcripts must be submitted with application). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Information SecurityPersonnel SecuritySecurityTechnical Credibility Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
