About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W6UWAA OPERATION ENVIRONMENT CENTER.

Duties

Applies, interprets, and ensures compliance with regulatory standards for the protection of classified information. Provides authoritative information regarding personnel security clearance requirements, SCI access, and adjudicative guidelines to internal and external customers. Maintains applicable SCI directives, regulations, manuals, and guidelines to adequately discharge SSO duties and responsibilities. Conducts SCI security briefings, indoctrinations, and debriefings; obtains signed Nondisclosure Agreements, and performs other security actions for SCI personnel. Provides authoritative technical advice to senior leadership and serviced personnel. Establishes and maintains regular contact with personnel primarily internal to the organization to ensure flow of information, maintain coordination of security-related matters, and resolve security-related problems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • May require Temporary Duty (TDY) travel up to 25% of the time.
  • Two year trial/probationary period may be required.

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized experience is defined as: Experience researching, interpreting and applying security technical methods, policies, regulations, and procedures to administer and manage Information Security, Personnel security, and Sensitive Compartmented Information (SCI) Security programs. AND Experience in applying regulations and standards for the protection of classified information and ensuring compliance through regular inspections and audits. AND Experience in preparing and submitting accreditation documentation for secure facilities and conducting physical security inspections of classified areas. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
