The Civilian Pay Technician is located within Financial Management Service at the Atlanta VA Healthcare System in Decatur, GA.

Duties

This position is covered by AFGE bargaining unit. Per the Master Agreement, the Area of Consideration will be: FIRST - Facility-wide (including satellites) SECOND - Administration or Staff office posting the vacancy. THIRD - The Department or from any other appropriate. The Civilian Payroll Technicians, provide administrative and technical review/support to employee pay actions, document employee pay information in approved computerized pay systems, and assist employees with leave information and documentation. Major duties include, but are not limited to: Reviews personnel documents for proper application of pay regulations and consistency of input in the actions of appointments, promotions, pay adjustments, reassignments, awards, and separations. Reviews authorization documents and codes the appropriate data for input into an integrated Human Resource and Fiscal automated system to properly update employees' master records. Adjusts leave balances due to incorrect posting of time and attendance cards, receipt of corrected timecards, etc. Processes tax levies and collections of other debts due to United States government. Affects payment of final salary of beneficiaries of deceased employees and adjusts salary records to reflect correct data. With proper authorization, withholds required amounts from salaries for alimony, child support, and bankruptcy. Reviews electronic time and attendance records of a diversified workforce covering a variety of different types of employment and pay systems, ensuring accuracy. Responsible for training of service timekeepers, and conducting regular, recurring audits of timekeeper records to assure confirmity to regulations. Responds to written and verbal inquiries from employees and supervisors concerning all aspects of pay and leave. Computes and codes for input the pay adjustments resulting from omissions of premium pay from time and attendance reports, delayed processing of personnel actions, buy-back of sick leave, and continuation of pay following traumatic injuries. Prepares all required payroll reports and assures that submission is on a timely basis. Maintains payroll records for all employees on an up-to-date basis. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position, candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest nontemporary competitive appointment. For a GS-6 position you must have served 52 weeks at the GS-5. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-5: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-4) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying organizations pay and leave policies to ensure accurate transactions; Using a computer system to input, process and analyze data and create forms; experience with data entry in an automated system; verifying and resolving data entry discrepancies; and providing customer service in an office setting. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and college education beyond two (2) years (60 semester hours). GS-6: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing payroll and/or timekeeping duties such as extracting and entering data; reviewing payroll records/documents and making computations; reviewing and researching pay and leave issues; answering pay questions and explaining payroll requirements; preparing reports, memoranda and other correspondence using various computer software applications NOTE: Education is not creditable at this level for this job series. GS-7: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-6) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assembling reviewing, and maintaining complex payroll transactions; Identifying pay and leave issues and determining the accuracy of payroll related data; Applying knowledge of payroll, accounting and other financial management methods, techniques, and practices to resolve problems related to employee pay; Applying knowledge of various compensation, leave and benefits entitlements to process pay-affecting transactions; Using various interfacing, electronic timekeeping, personnel, and payroll systems to resolve nonstandard transactions, complaints, or discrepancies that require authoritative procedural knowledge. NOTE: Education is not creditable at this level for this job series. You will be rated on the following Competencies for this position: Customer Service Compensation Employee Benefits Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily performed while sitting, but requires some walking, standing, carrying of light objects.
