THIS IS A NORTH DAKOTA NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This ND National Guard position is for a TRAINING TECHNICIAN, Position Description Number D1180000 and is part of the 68 TRP CMD, National Guard.

Duties

As a Training Technician, the primary purpose will be to develop training and safety plans and procedures for the command. Provides staff planning and assistance to insure that required training, safety and readiness objectives are achieved and mobilization planning requirements are accomplished. Training activities at this level are concerned with the training of military personnel in a wide variety of occupations including clerical, trades and labor, administrative, technical, and/or professional skills. Formulates, oversees and evaluates the overall training programs for the command. Prepares plans and reports pertaining to readiness and mobilization. Directs scheduling and coordination for the use of training sites and facilities. Develops and implements Risk Management plans and programs for the command. Serves as security coordinator for the command. Identifies requirements and justifies requests for supplies and services such as ammunition, demolitions, rations, contract latrines, automation support, etc. Plans, organizes and assigns work to employees engaged in training and readiness at the command level.

  • This is an excepted service position that requires membership in a compatible military assignment in the ND National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the ND National Guard must be eligible for immediate membership and employment in the ND National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposition is mandatory.
  • You must be able to obtain and maintain a secret security clearance.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

Qualifications

PCS STATEMENT: PERMANENT CHANGE OF STATION COSTS WILL NOT BE PAID FOR THIS POSITION. MILITARY GRADES: Officers (O3 and below), Warrant Officers (CW3 and below) or Enlisted member who currently holds an OCS/WOCS certificate. QUALITY OF EXPERIENCE Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position. GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Experiences, education, or training that demonstrated the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise demonstrates the ability to perform or learn to perform the duties of the position. SPECIALIZED EXPERIENCE: Applicant must possess the required one year of specialized experience at the GS-07 grade level or civilian equivalent, which includes 1) Basic knowledge of Army vision, values, organization, policy, and mission is mandatory; 2) experiences in conducting or developing education and training programs; 3) Basic understanding in the Army education and training policy requirements, (OES/NCOES); 4) Familiar with training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; training reporting, program and curriculum validation, and implementation procedures; 5) Experiences in scheduling training events and facilities; supporting assistance visits and training meetings; or, assisting in work center and individual job qualification standard development; education institution registration requirements; 6) Experiences in presenting professional courses and briefings; and proficient capabilities in writing reports and records; and 7) Some experiences as a participant and presenter during training and military or civilian conference events. You must also possess the experience, training or education to support your claim for the competency statements listed within the assessment questionnaire. Refer to "How you will be Evaluated" section of this announcement.
