THIS IS A NORTH DAKOTA NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This ND National Guard position is for a EDUCATION TECHNICIAN, Position Description Number D2012000 and is part of the ND G1, National Guard.

Duties

As an Education Technician, the purpose is to perform variety of administrative and office management duties, in support of the education and incentive programs and also to provide information to qualified personnel. Performs a variety of administrative functions in support of the Education Services Programs (i.e. Guard Incentive Management System (GIMS), Army IgnitED) in a State. Receives, research, and processes education and incentive benefit eligibility. Consolidates information recorded in monthly program evaluation reports prepared from attendance records, contracts, or other sources and puts this information into the prescribed format. Provides information and briefings concerning educational services such as testing, Montgomery G.I. Bill (MGIB), all levels (intermediate through post-graduate) of educational programs and courses, tuition assistance, and other services available to qualified personnel who have requested this information. In addition to providing information described above, in the absence of a designated guidance counselor, the incumbent may advise, counsel, and provide customer support for personnel regarding educational goals. May serve as the assistant test control officer for Army Personnel Test (APT) (i.e Armed Forces Classification Testing (AFCT) and Selection Instrument Flight Training (SIFT)).

Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the ND National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the ND National Guard must be eligible for immediate membership and employment in the ND National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposition is mandatory.
  • You must be able to obtain and maintain a secret security clearance.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must have a valid driver's license.

Qualifications

PCS STATEMENT: PERMANENT CHANGE OF STATION COSTS WILL NOT BE PAID FOR THIS POSITION. MILITARY GRADES: Warrant Officers (CW3 and below); Enlisted members. QUALITY OF EXPERIENCE Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position. BASIC EXPERIENCE: Applicant must possess the following: ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise validate the ability to perform or learn to perform the duties of the position. SPECIALIZED EXPERIENCE: Applicant must possess at least one year of specialized experience equivalent to at least GS-6 level or civilian equivalent. Specialized experience is described as; 1) experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures; 2) experience in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies; 3) experience in the capabilities of communicative interpersonal skill applications and distance learning concepts; and 4) experience as a participant and presenter during training and military or civilian conference events. You must also possess the experience, training or education to support your claim for the competency statements listed within the assessment questionnaire.
