Duties
The Administrative Officer (AO) for Facilities Management (FM) works directly under the Chief, FM. The AO is responsible and works in a broad capacity for the Service Line at large consisting of FM Supervisors, Engineers, Fiscal personnel, VISN and VACO Fleet Mgr, Disabled Am Veterans (DAV) Organization and VISN Contracting and Purchase Card Program staff for all services provided under the FM umbrella.
Duties include but not limited to:
Performs the full range of personnel management and administration for a medium sized organization with varied functions and activities, supporting the service and relieving the administrative burden on management.
Acts as the liaison with the human resources office concerning personnel-related matters, keeping managers informed of the status of on-going personnel actions.
Provides advice and assistance to management and staff concerning Federal and agency personnel processes and procedures.
Assists in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans, processing training requests, and drafting disciplinary and adverse actions.
Reviews and interprets incoming personnel requests, recommends appropriate action, or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints, and work priorities.
Provides advice on solving complex personnel related problems, and escalates issues requiring agency human resources office intervention or correction.
Serves on committees as appointed - presenting facilities related information and recommendations and providing feedback to the management on the status of committee actions and recommendations.
Serves as COR (Contracting Officer's Representative) for assigned contracts to assist in the monitoring, administration, and related information retrieval of contracts through JPPS and VISTA. Provides contract updates and develops statements of work and contract terms as necessary.
Assists with budget formulation, justification, execution, financial management and reporting and with the development of service line business plans for annual submission.
Prepares budget packages for submission to the budget office and monitors budget execution post approval.
Assists in the development and monitoring of the operations and supplies budget for FMS consisting of approximately nineteen Fund Control Points (FCP(s)) which include operations, maintenance contracts, utilities, fuels, vehicles, Safety, Biomedical and M&R for the entire station.
Prepares and submits cost distribution and expenditure reports for FM contractors to Fiscal Service.
Functions as the Fleet Manager for the medical center.
Establishes and implements fleet management programs within the hospital to ensure compliance with VA Directive 0637.
Manages the VA vehicle fleet, to include programming, budgeting, acquisition, provision, distribution, anddisposal of vehicle assets to meet customer requirements at minimum overall costs.
Uses standard approaches to plan and/or accomplish a variety of duties related to special projects involving administrative or support issues. Conducts research and compilation of data from diverse sources.
Supervises facilities management service line administrative personnel to include Program Support Assistant, and Transportation Assistant.
Plans work, sets priorities, and prepares schedules for completion of work based on consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Works with supervisors and section chiefs to interpret and respond to All Employee Survey (AES) results. Assists in development, implementation, and monitoring of corrective action relating to AES results each year.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
GS 11 Specialized experience: Examples of specialized experience would typically include, but are not limited to: perform the full range of personnel management and administration for an organization with varied functions and activities, act as liaison with the HR office concerning personnel matters, provide advice and assistance to management concerning agency personnel processes and procedures, assist in projecting staff needs, developing job analyses, processing training requests, serve on committees as appointed, provide management with reports, serve as COR for assigned contracts and provide contract updates, assist with budget and fleet management.

Physical Requirements: Work is primarily sedentary, although slight physical effort may be required. Light lifting (under 15 pounds), light carrying (under 15 pounds), use of fingers, walking (less than 8 hours per day), standing (less than 8 hours per day), hearing (aid permitted), seated position (less than 8 hours per day), must work outside and inside, and be able to work alone.
