Duties
This Program Analyst position is located in the Operations Support (OS) Enrollment Services Vetting Programs (ESVP), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Analyzes existing policies or practices to identify any inconsistencies and formulates and recommends positions on major projects / policies / issues to senior management. Broad policies and objectives provide general guidance for addressing issues. Develops new policies, procedures and methods required for the administrative management, control, and maintenance of assigned programs. Reviews policies, directives, and regulations of TSA rules and both formulates implementation of guidelines and interprets policies made by other. Maintains key programmatic documentation. Provides staff guidance and direction to all elements engaged in the development of implementation of plans and objectives to assure compliance with applicable policies and constraints.
Applies experience and comprehensive knowledge of systems, programs principles, concepts, regulations and practices, analytical methods and techniques to analyze and evaluate stakeholder capabilities and operational readiness. Provides SME support and guidance to staff and stakeholders on elements necessary to the maintenance and enhance program objectives and missions. Engaged in the development and implementation of system updates, plans, and objectives to assure compliance with policies, practices, and constraints. Articulates compliance operations, policy, privacy, security, and technology type risks to program managers and business owners. Identifies and implements industry accepted best practices for implementing compliance planning, execution and control. Identifies, categorizes, and evaluates direct and indirect risks into ranked groupings. Understands Federal Standards for Internal Control and maintains experience with enterprise risk management frameworks.
Develops, coordinates, and applies performance measures to evaluate programs that impact the Agency, or a major agency segment of the Agency, such as a regional office or center. Monitors compliance with established programmatic requirements. Researches complex ongoing and projected programmatic activities. Reviews information, reconciles conflicting data, and devises new and modified methods to analyze findings.
Serves as project manager for large, complex projects designed to improve program operations. Formulates projects and recommends assessment criteria for the evaluation of TSA operational programs and meeting of mission requirements. Develops project deadlines and required resources to execute projects. Reviews and analyzes accomplishment of TSA programs by analysis of reports, projects, and other resourceful information. Identifies existing or potential problem areas and recommends corrective action or preventive measures. Work and acquisition/allocation of resources is typically reviewed only at completion for success in achieving planned results.
The major duties described above reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.
Qualifications
To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as:
Applied analytical and evaluative methods and techniques to issues and studies concerning the efficiency and effectiveness and improve of program operations and to develop, recommend and implement solutions to alleviate adverse impact on program effectiveness and improve adherence to security program regulations; and
Utilized analytical and evaluative methods with an understanding of how regulatory or enforcement programs are administered in transportation security program; and
Facilitated and supported integrated process teams (IPTs) across various programs, projects, or processes within the Office and or within Operations Support, as well as other federal, state, and/or local stakeholders.
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as:
Utilized comprehensive analytical and evaluative methods with an understanding of how regulatory or enforcement programs are administered in a transportation security program; and
Applied analytical and evaluative methods and techniques to issues and studies concerning the efficiency and effectiveness of program operations in order to develop, recommend and implement solutions to and improve adherence to security program regulations. Alleviate adverse impact on program effectiveness; and
Led, facilitated, and supported Integrated Process Teams (IPTs) across various programs, projects, or processes within the agency or company, as well as other federal, state, and/or local stakeholders.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

You will receive credit for all qualifying experience, including volunteer experience.
