This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5ISC), Command, Control & Navigation Systems Product Line (C2PL), Command & Control Branch (C2B), located in Portsmouth, VA.
Duties
You will serve as an Electronics Technician (CYBER), responsible for providing technical support to customers who need assistance utilizing client-level hardware and software in accordance with established or approved organizational process components.
Requirements
- U.S. Citizenship is required.
- Males born after 12/31/1959 must be registered for Selective Service.
- A one-year probationary period may be required.
- Project Mgmt Level 1 Certification is required w/in 1st year of employment.
- Contracting Officer Rep (COR) cert is required w/in 1st yr of employment.
- COR Level 2 also within first year and COR level 3 within the second year.
Qualifications
To qualify for the GS-11:
Applicants must possess one (1) year of specialized experience equivalent to at least the lower grade level (GS-9) in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience may include:
managing services in accordance with Service Level Agreements; if service levels cannot be met, determining the cause(s) and proposing solutions; establishing and managing Operational Level Agreements with service delivery partners.
approving engineering changes; coordinating the implementation of new or changed services.
supporting Engineering Analysis Board investigations for services as appropriate to determine root cause for failures and to disseminate lessons learned when mishaps and casualties suggest the possibility of being prevented.
developing estimates and budget builds for projects.
OR
Applicants may substitute successful completion of 3 years of progressively higher-level graduate education or Ph.D. or equivalent graduate degree (such as an LL.M, if related).
OR
A combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements.
To qualify for the GS-12:
Applicants must possess one (1) year of specialized experience equivalent to at least the lower grade level (GS-11) in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience may include:
managing services in accordance with Service Level Agreements; if service levels cannot be met, determining the cause(s) and proposing solutions; establishing and managing Operational Level Agreements with service delivery partners.

There is no substitution of education for experience at this grade level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
