The position serves as a Financial Management Specialist for the Finance Service located at the VA Eastern Kansas Health Care System (VAEKHCS) and is responsible for a wide variety of administrative and financial functions related to the service. Provides timely accounting and budgeting support to management with regards to cost and general ledgers, internal auditing, special studies and budget analysis, review, evaluation, and reporting of financial program accomplishments.

Duties include but are not limited to the following: Financial Administration Plans, coordinates, and performs one-time and recurring comprehensive reviews, special studies, and selective internal examinations of finance functions (e.g., verification of source documents and records, reconciling accounts, auditing transactions for regulatory compliance). Coordinates with management and users to ensure proper planning and instructions are completed in order to accommodate new financial management systems service requirements and prevent interruptions to current financial management systems services related to medical center financial management support. Serves as a Financial Services Automated Data Processing Application Coordinator (ADPAC), processing requests to gain access to systems and areas utilized by financial staff. As the ADPAC, employee is responsible for the overall management of access to the Veterans Health Information Systems and Technology Architecture (VISTA) software packages within Financial Management. Financial System Operations Designs, constructs and makes updates to the FMS by working closely with financial personnel and other service line stakeholders on the design of automated systems and processes to facilitate the disbursement of financial data and to assure the results attained meet all financial requirements and regulations through reviews and audits. Financial Reporting, Research & Analysis Reviews report media - directs, prepares and analyzes a variety of reports covering expenses, collections and revenue generation (e.g., Statement of Financial Conditions, Analysis of Costs Incurred, Statement of Selected Support Data, etc.) for leadership and other management officials. Makes day-to-day decisions regarding unusual and complex financial transactions and provides advice on interpretation and application of a variety of financial policies, practices and procedures that affect the service. Reviews and evaluates completed financial transactions for overall quality, appropriate levels of coordination, consistency, logic, and compliance with policy. The data studied is used to develop action plans leading to improved productivity and performance, implementation of new and/or improved controls, and short- and long-range planning. Researches complex accounting, budgeting, and processing problems, and coordinates their resolution with the Financial Services Center (FSC). Serves as technical liaison to the FSC in solving a myriad of non-routine accounting or budgeting problems, through a broad-based and in-depth knowledge of the Financial Management System (FMS). Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education s described below: GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Possess common financial analysis techniques to perform comprehensive reviews of finance functions; 2) Properly communicate orally or in writing to an individual/group (e.g., supervisor or employees); 3) Research complex financial transactions and provide solutions/advice; and 4) Competent using automated systems (Financial Management System) and software (e.g., Microsoft Word/Excel). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree. Combination: Applicants may also combine education and experience to qualify at the GS-9 level. (To compute the percentage, divide the total months of qualifying experience by 12. Then divide the total number of completed semester of graduate education by 36. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) GS-11 Specialized Experience: To qualify at the GS-11 level, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization that equipped them with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience would typically include, but are not limited to: 1) Possess common financial analysis techniques to perform comprehensive reviews of finance functions; 2) Properly communicate orally or in writing to an individual/group (e.g., supervisor or employees); 3) Research complex financial transactions and provide solutions/advice; and 4) Competent using automated systems (Financial Management System) and software (e.g., Microsoft Word/Excel). Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree.
